The Jobs Group, a Cross Cutting Solutions Area (CCSA) based in the Social Protection and Jobs Global Practice, is charged with leading the Bank's work on the jobs agenda, in close collaboration with the appropriate Global Practices (GPs) under the technical supervision of the Jobs Steering Committee (JSC). The JSC is composed of Global Directors from 10 GPs and the IFC. The Jobs Group houses two partnership platforms: the Jobs Umbrella Multi-Donor Trust Fund (Jobs MDTF), and a specialized partnership which brings together the WBG, donors and private or not-for-profit actors to address jobs challenges - Solutions for Youth Employment (S4YE).

About the position:

The Jobs Group is seeking a Senior Economist with a background in labor market and private sector development in developing countries to lead a range of analytical and operational engagements. Reporting to the Jobs Group manager, the Jobs Group's Senior Economist will be based in Washington, DC.

Duties & Accountabilities:

The Senior Economist will collaborate across technical, geographic, and institutional boundaries to support the design and implementation of comprehensive, integrated, and high-impact jobs strategies for WBG client countries; and to advance global knowledge on the most effective policies and activities for better and more productive jobs, especially for the most vulnerable groups.

The key responsibilities will include (but not limited to) the following:

β€’ Lead reports addressing jobs challenges including (but not limited to) jobs diagnostics, applied research, and monitoring and evaluation exercises.β€’ Support the operationalization of the Jobs Flagship, with a focus on the organizational dimension on structural transformation (firms, supply chains, cooperatives, digital platforms, etc.).β€’ Work closely with World Bank GPs and the IFC in supporting jobs-relevant analytics, and providing in-depth technical inputs and quality reviews for both advisory and lending projects; and sharing global experiences and practices.β€’ Support management in producing background notes and research papers for management discussions, decision meetings, corporate reporting, flagship publications, and client-facing interactions. β€’ Work closely with World Bank GPs and the IFC in assisting countries in activities that improve their programs and policies on jobs and enable economic transformation and inclusive job creation.β€’ Work in partnership with World Bank GPs and the IFC, and relevant public and private stakeholders, to find tailored and holistic operational solutions to complex jobs challenges.β€’ Support effective communication on the jobs agenda to various audiences, including key stakeholders, clients, beneficiaries, public, internal, and external partners.β€’ Supervise more junior staff and drives and inspires technical excellence within the team by creating an environment of learning and innovation.β€’ Contribute to other research and analytical initiatives, as requested.

Selection Criteria

β€’ A Master's degree or PhD (preferred) in economics or a relevant field.β€’ A minimum of 8 years of relevant experience or equivalent combination of education and experienceβ€’ Strong technical knowledge and established intellectual leadership in areas of the Jobs Agenda, with a preference for labor demand, firm-level dynamics, and jobs and economic transformation.β€’ Demonstrated experience with firm and household-level datasets.β€’ Demonstrated track record of delivering high quality analytical work and/or lending operations and a track record of publications.β€’ Proven ability to conceptualize, design and implement major projects and to produce major/complex reports or studies.β€’ Demonstrated professional leadership and ability to lead a team of professionals in the execution of major projects.β€’ Ability to coach/mentor more junior staff.β€’ Experience working on more than one WBG region.β€’ Experience and track record of results working across practices, disciplinary and institutional boundaries.β€’ Experience in applying practice know-how and effective policy dialogue to achieve development results.β€’ Familiarity with World Bank procedures, operations directives and experience in World Bank operations β€’ Fluency in English is essential, and capacity in other WBG languages (e.g. French, Portuguese, Spanish, Arabic) is desired.
