Regional context
Latin America and the Caribbean Region (LCR). The World Bank Group serves 30 client countries in the Latin America and the Caribbean Region (LCR), ranging from large sophisticated middle-income to IDA countries. Over the past few years, work has focused on the response to the COVID-19 crisis. The focus for the post-pandemic recovery lies on productivity and job creation; mounting debt levels; inflation containment and green development, in addition to the long-term efforts on structural reforms, inclusion, gender equality, productive jobs, and climate resilience.

Poverty Global Practice:
The Poverty and Equity Global Practice, part of the Equitable Growth, Finance, and Institutions vice- presidency, plays a key role in supporting the World Bank Group's goals of ending extreme poverty and boosting shared prosperity. It generates knowledge and dialogue and supports operational solutions, focusing on poverty monitoring and statistical capacity building, markets and institutions, fiscal and social policy, and resilience to shocks and sustainability. The practice is organized into seven regionally-oriented units-EAP, ECA, LAC, MNA, SAR and two in AFR-each managed by a Practice Manager. The development and flow of global knowledge within the practice is facilitated through five cross-cutting thematic lines, each of which is led by a global thematic leads. These are:
(1) data for policy analysis;
(2) markets and institutions for poverty reduction and shared prosperity;
(3) fiscal and social policy for poverty reduction and shared prosperity; and
(4) Welfare implications of fragility and conflict risks.
(5) Welfare implications of climate change,
Every member of the practice is affiliated with, participates in and contributes to the work of at least one of the thematic lines.
In addition, the practice takes the lead in two corporate priority areas: (a) Data for Goals; and (b) Systematic Country Diagnostics.
Duties and Accountabilities:
We are looking for an international-recruited Senior Economist based in WashingtonDC. The post will be in the Latin America and Caribbean Region but like allmembers of the Poverty and Equity GP, the selected candidate will also beencouraged to support the global knowledge base of the practice.
The Senior Economist will have the following duties:
- Lead country-level and/or regional-level tasks of the Poverty andEquity GP on critical issues related to poverty, inequality and labor markets,as well as policy dialogue with National Ministries and National StatisticalOffices;
- Lead, co-lead or contribute.
- Contribute to the regional and global knowledge base of the povertypractice by participating in and contributing to the work of at least one ofthe five thematic lines.
- Lead or co-lead regional studies on critical issues across theLatin-America and the Caribbean region on topics related to the five thematiclines;
- Collaborate closely with other global practices to enhance the povertyand shared prosperity focus of the country program;
- Contribute to strengthening our work on narrowing gender gaps;
- Play an active role in the engagement (including technical assistance,capacity building and policy dialogue) with senior government officials anddevelopment partners, encouraging them to adopt an evidence-based approach topolicymaking;
- Participate in team management and leadership of the country program;
- Mentor and guide junior members of the team;
Selection Criteria
We are looking for an imaginative and innovative micro-economist with ademonstrated track record of sound analytical work, strong data science skills,excellent judgment, and experience in working closely with clients to tailoranalytical and/or statistical advisory services and operations. Candidates withstrong client engagement skills and demonstrated effectiveness in workingcollaboratively with teams from multiple practices will be given specialpreferences. Prior experience leading core poverty ASA, regional studies andglobal engagement programs are highly desired.
Minimum Education/Experience:
PhD preferred in economics, public policy, statistics or other related field,with strong quantitative experience and ten (10) years of relevant professionalexperience, or Master's degree on the same fields with at least twelve (12)years of relevant professional experience.
Other Selection Criteria:
- Strong analytical skills including data science skills and experience ofpolicy influencing/engagement.
- Demonstrated ability to build and maintain strong workingrelationships with government clients and development partners; track record indonor management and resource development.
- Strong track record of substantially contributing to reports in fieldsrelated to poverty, inequality, labor markets, economic mobility.
- Program management skills and experience - someone with hands on deliveryskills.
- Desired experience includes acting as a practitioner in developingand/or transition countries, and experience with poverty, labor, and/orgender-related operational programs (including capacity building).
- Excellent oral and written communication skills in English and Spanish (essential). French and/or Portuguese language skills are desired.
