Senior Financial Analyst

The Capital Area Division (CAD) of Applied Research Associates, Inc. (ARA) is seeking aSenior Financial Analystto support the Office of the Undersecretary of Defense for Research & Engineering (OUSD(R&E)) in the investment and monitoring of R&D funds. This position is onsite at a Government location(s) in the National Capital Region (and telecommuting where approved). The candidate demonstrates mature judgementrequired to interface with seniorGovernment personnel and external stakeholders including other Government agencies, academia, and industry.The Financial Analyst will perform analyses of programs and projects and support services such as planning, programming, budgeting, executing (PPBE) and tracking data. The candidate also coordinates administrative functions and process improvement.

This position requires a candidate with experience performing a variety of financial analysis, tracking, and administrative functions including:

• Having strong written and verbal communications skills
• Having excellent time management skills
• Support preparation and execution of finance and budget materials
• Support the preparation of Military Interdepartmental Purchase Requests (MIPRs) and Inter-Agency Agreements (IAAs)
• Monitor program budget execution
• Support the identification of financial discrepancies and coordinate corrective actions

Required Qualifications:

• BA/BS with 8-10 years of relevant experience
• Experience with planning, programming, budgeting, executing (PPBE) and tracking data
• Experience using OSD-specific financial databases e.g., DAI, EMS, G-invoicing
• Expertise with MS Excel

Desired Qualifications:

• MS or higher
• Active TS/SCI clearance or DCID 6/4 eligibility within the past five (5) years
• DoD Financial Management Certification

This position is contingent upon award of a contract expected ~ supporting the Department of Defense.
