Senior Financial Manager

The Capital Area Division (CAD) of Applied Research Associates, Inc. (ARA) is seeking an energetic and experienced Senior Financial Manager to support the Office of the Secretary of Defense in the Washington, DC, area. The right candidate will perform analyses of programs, projects and support services such as planning, programming, budgeting, executing (PPBE) and tracking data. This position will also prepare and execute financial and budget materials and forecasting.

This position requires a candidate with experience performing a variety of financial analysis, tracking, and administrative functions including:

• Support across the Planning, Programming, Budgeting, & Execution process
• Preparation and execution of finance and budget materials, including in-year and out-year budgeting and forecasting
• Preparation of Military Interdepartmental Purchase Requests (MIPRs), Inter-Agency Agreements (IAAs), and other funding mechanisms
• Development of responses and inputs to budget and financial related taskers include Triannual Review, OMB Cross Cut, NSF Federal Funds Survey, Spend Plan development, etc.
• Monitoring of program budget execution including unliquidated obligations and expenditures
• Identification of financial discrepancies and coordinate corrective actions
• Having strong written and verbal communications skills
• Having excellent time management skills

Required Qualifications:

• BA/BS with 10-12 years of relevant experience
• Minimum DoD SECRET clearance
• Experience with planning, programming, budgeting, executing (PPBE) and tracking data
• Experience using OSD-specific financial databases, e.g., DAI, EMS, G-invoicing, Hyperion
• Expertise with MS Excel

Desired Qualifications:

• Twelve or more (12+) years of relevant experience
• Master's degree or higher
• DoD Financial Management Certification(s)

This position is contingent upon award of a contract in August 2023 supporting the Department of Defense.
