Job Description Summary

The Senior Government Accounting Manager is responsible for compliantly developing the Forward Pricing Rate Proposal (FPRP) for the GE Aerospace Defense & Systems organization. The incumbent will partner with functional organization leadership to enable the business to have compliant operating practices policies and indirect rates that enable maximum compliant recovery of cost on US Government contracts. The desired candidate must excel in the analysis of financial data and will be responsible for the full rate lifecycle including rate generation government financial reporting audit support forecasting variance analysis and the submission of final indirect rates.

In partnership with the business stakeholders the US Government Accounting Controllership (GAC) Rates team and GAC Technical team this role will lead the continuous improvement of the FPRP process using lean concepts.

A successful candidate will influence and collaborate effectively across diverse functional groups at all organizational levels to achieve common objectives as well as develop and sustain lean compliant processes and procedures. They will also have independent interaction with key US government regulators and customers including the Defense Contract Management Agency (DCMA) and Defense Contract Audit Agency (DCAA).

This is a remote position that can be performed anywhere in the US.

Roles and Responsibilities

Analyze financial information to ensure costs are aligned to appropriate cost pools for submission of the FPRP to various government agencies as well as internal partners.

Monitor requirements for FPRP adequacy and make process and content changes in the preparation of the FPRP that meet all current requirements.

Prepare five-year forward-looking cost report narratives and final schedules for submission to the DCMA DCAA or other cognizant US Government agency to support the FPRP.  Provide subject matter expertise and analysis in support of rate negotiations with US Government representatives and business leadership.

Manage processes and documentation that support the development and audit of rates. Support internal DCMA and DCAA audits.  Cultivate a strong working relationship with internal and external auditors.

Establish effective close working relationships and lines of communication with cost and functional owners to ensure timely and accurate support for FPRP submissions.  Partner with business contacts to promote awareness of Government Accounting and ensure that cost and pool structures comply with disclosed accounting practices.

Develop knowledge of assigned rate pool cost structures and provide recommendations for Finance leadership and senior management to compliantly recover maximum allowable cost.

Provide actionable analysis insights and recommendations for compliance with Cost Accounting Standards (CAS) the Federal Acquisition Regulation (FAR) the Defense Federal Acquisition Regulation Supplement (DFARS) and other applicable regulations to business management and program leadership enabling sound business decision making.

Exhibit the ability to work in a fast changing fast growing environment on high visibility projects and programs.

Apply lean concepts to streamline processes and reduce waste.

Required Qualifications

Bachelor's degree from an accredited university or college in Finance Accounting Business or a related field.

4+ years operating cost analytics experience

3+ years cost accounting experience

Significant experience in Finance Government Accounting and applicable regulations and guidance (CAS FAR DFARS DCAA Contract Audit Manual)

Desired Characteristics
