WBG Human Resources Vice Presidency (HRD) is focused on delivering high value HR services to drive organizational performance and help make the WBG the employer of choice in international development. In this regard, the HR Careers, Performance and Learning Department (HRDCL) delivers innovative solutions and strategies, and global programs and services across the talent management lifecycle for the World Bank.
In this department, the Leadership and Staff Development Unit (HRDLS) supports WBG staff in Washington, D.C. and country offices starting in a new managerial and pre-managerial role, wanting to grow their business and leadership skills, or having a team they would like to equip with these skills, through a variety of structured development programs and solutions, including just-in-time learning. The Unit also supports the WBG through its Learning Management System and pedagogical support for external client training. In FY21, more than 10,000 WBG staff were served by this unit.
In recent years, the World Bank Group has developed a robust leadership development strategy that includes a range of priority skills, anchor behaviors and mindsets required by its talent, to meet demanding client needs and equally ambitious business goals for the next five years. Consequently, a portfolio of leadership development interventions was designed, which focuses on building the capability and capacity of staff to lead effectively both at an individual and collective level.
A recent Workplace Culture Task Force identified leadership development as one area critical to support culture change in the institution by reinforcing the behavior change required through its programs. As part of the ramp-up of these existing programs a new approach will be rolled-out integrating both the "What" of People Management to the "How" and requiring embedding Psychological Safety into the programs.
The Senior HR Specialist, Learning and Development role will be responsible for two flagship leadership programs:
a) The Director's Leadership Program (DLP) which is an experiential development opportunity for current WBG Director level staff to learn about and practice the critical skills required to strategically lead a highly effective and collaborative business function.
b) The Experienced Managers Leadership Program aimed at managers who have been in a managerial role over several years. The program and will revisit top leadership models and frameworks and review critical and desired behaviors for leading successfully.
The position will report directly to the Unit Manager with regular interaction with two Senior HR Specialists technical focal points with thematic responsibility for managerial and non-managerial leadership development respectively. The position will supervise an administrative team member.
DUTIES AND RESPONSIBILITIES
Instructional Design and Delivery of WBG Leadership Development Programs• Lead the selection of a vendor for the Experienced Manager Leadership Program• As part of a broader leadership development curriculum, co-lead the instructional design of the new WBG Experienced Managers Program and lead the design adjustment of the Director Leadership Program by aligning content with WBG business strategy, WBG culture renovation, Managerial Excellence framework, priority leadership skills/promoted desired behaviors and with the existing First-Time Managers Program and in-the-making VP Leadership Programs.• Embed the New Managers Certification Program approach to both programs• Ensure the timely and effective implementation and management of leadership development offerings, applying effective and innovative learning modalities (e.g. blended learning with synchronous and asynchronous components, peer coaching, 360 degree assessments tools, on-the-job learning opportunities etc.)• Identify and analyze participation data to determine themes, and trends that will impact/influence program design and delivery • Ensure the quality and relevance of programs, reviewing participants needs, program delivery feedback, co-creating program components with the relevant vendor, and co-facilitating segments of a program as needed• Consistently monitor, evaluate and strengthen activities to bring about effective learning and sustained behavior change (Level 2/3 in Kirkpatrick Model) in programs• Manage program budgets, monitor expenditures, and ensure prompt revenue collection throughout the fiscal year, with the support of the Resource Management Team• Oversee the customization of LD programs for Intact Teams by partnering with business leaders and providing design and procurement guidance
Stakeholder Engagement and Relationship Management• Conduct focus groups and interviews along with selected vendor for the design of the Experienced managers Program• Design and manage the programs in collaboration with the New Managers Certification programs co-leads, other HR teams including HR Knowledge Management, Online Learning Campus (OLC) and HR Communications• As the Task Team Leader, set clear expectations, manage the vendor account and contracts, and collaborate with the Leadership and Management Development (LMD) procurement focal point on all related matters. Establish a communication cycle with the vendor through weekly meetings, regular post-program debriefing meetings, to determine steps for course corrections and adjustment as needed • In collaboration with HR Client Service Teams, engage WBG Vice Presidents in the identification of participants for the Directors Leadership Program and with WBG Directors in the identification of participants for the Experienced Managers Program• Create the relevant marketing material and prepare relevant information for target audiences and communications for participants in the program and all stakeholders• Supervise the performance of reporting staff, providing clear direction and regular monitoring and feedback on their performance, and their ongoing learning and development.
Selection Criteria
• Master's degree in Human Resources Management, Organization Development or Business Administration with at least 8 years of experience working strategically with organizations, teams, and individuals to enhance performance effectiveness and to bring about culture change through Leadership Development.• Proof of experience in instructional design, specifically the design, organization, and delivery of leadership development interventions for senior level roles, knowledge sharing and learning activities. • Experience of design thinking, simulations, psychometric assessments, learning applications/technologies to re-enforce learning and implementation of best practices and frameworks that are effective in culture change is a plus.• Proven project management, analytical and problem-solving skills, and ability to apply these in carrying out complex tasks. Competence in collecting, analyzing data to identify trends, themes, and practical action steps, requiring consistency and attention to detail.• Proven ability to take initiative independently, deliver quality, and timely outputs under pressure while working on multiple tasks.• Proven facilitation skills in face-to-face and virtual settings for diverse senior leaders• Proven collaboration and engagement experience with colleagues and clients at all levels across the organization, including senior leaders: interact professionally, confidently, tactfully and with interracial and cross-cultural sensitivity and emotional intelligence, handling difficult situations, influencing and resolving conflict.• Strong written communication skills: ability to organize, prepare and edit a variety of documents• Self-awareness and high level of flexibility, creativity, and dependability• Demonstrated learning/continuous improvement mindset, and high level of critical thinking/problem skills.
