Job Description

Applied Research Solutions is seeking a Senior Integration Program Manager to work with the Intelligence, Surveillance, Reconnaissance, and Special Operations Forces (ISR & SOF) Directorate located at Naval Air Station (NAS) Patuxent River, MD.

Responsibilities Include:

  • Assist with developing the program's budget, Program Objective Memorandum (POM) submission, requirements development, and Congressional responses
  • Assist the Joint Program Office to execute an annual Air Force and USSOCOM budget
  • Apply knowledge and experience in acquisition program management philosophy policies and procedures to systems, subsystems, equipment procurement activities, post award program management tasks and throughout their life cycles
  • Assign personnel to provide services as described below in execution of the CV-22 Division acquisition management support requirements
  • Assist with program analysis, planning, organizing, and presenting program activities, including program management concepts, analyses, studies and procedures, Program Management Reviews, studies, briefings, and Program Executive Officer Reviews
  • Assist with configuration control and the review and data analysis using the PMRT Mar App (Program Management Resource Tool - Monthly Activity Report Application)
  • Assist with developing integrated risk management plans and strategies, as well as draft recommendations relating to weapon system contractor production changes
  • Assist with writing, reviewing and editing program documentation with the goal of ensuring weapon system changes are accurately identified and recorded
  • Assist with reviewing engineering change proposals and contract change proposals, participate in fact-finding, and support the configuration control board process
  • Support reviews and data analysis including Earned Value Management (EVM) reporting in the Monthly Acquisition Report (MAR), Defense Acquisition Executive Summary (DAES) and Selected Acquisition Report (SAR)
  • Assist with configuration control of electronic checklists through the Management Internal Control Toolset (MICT)
  • Provide support for strategic scheduling and planning documentation such as the integrated master plan and the integrated master schedule
  • Perform analyses to support program strategy decisions and courses of action
  • Provide a program assessment for integration of documentation to ensure consistency with program strategy and consistency across all milestone documentation
  • Participate in process improvement activities as members of, or advisors to product/process improvement working groups
  • Assist in translating user requirements documents into Request for Proposal (RFP) documentation
  • Assist with developing and documenting recommended program management inputs for Performance Work Statement (PWS), and other acquisition documentation
  • Other duties as assigned

Qualifications and Requirements

  • Must be a US Citizen
  • Security Clearance Required: Secret
  • Possess one of the following education and experience combinations:
    • Master's degree with 10+ years (12 years preferred) of relevant experience, including 5 years supporting the DoD
    • Bachelor's Degree with 12+ years (15 years preferred) of relevant experience, including 5 years supporting the DoD
    • 18+ years (20 years preferred) of relevant experience in lieu of a degree, including 8 years supporting the DoD

  • Experience applying DoD 5000.02 and acquisition program management principles, policies, procedures, and statutory/regulatory requirements
  • Experience with DoD Program Objective Memorandum (POM) development processes and Planning, Programming, Budgeting, and Execution (PPBE) process
  • Experience supporting Joint weapon systems acquisition programs (highly desired)
  • Possess proficiency in the use of Microsoft Office Applications (Outlook, Word, Excel, PowerPoint, SharePoint, Skype), Adobe Acrobat, applications such as Internet Explorer
  • Possess excellent verbal and written communication skills
  • Acquisition Professional Development Program Level II Certification (preferred)
  • Experience as Program Element Monitor/Resource Officer (preferred)
  • Experience developing Future Years Defense Program budgets (preferred)
