JOB DESCRIPTION

The Senior IT Program Manager is responsible for managing highly complex IT Portfolios consisting of multiple programs/projects. Assists in developing IT PMO strategy, supporting business case and required program plans. Ensures integration of projects and adjusts project scope, timing, resources and budgets as needed based on business needs. Communicates Portfolio strategy, direction and changes with IT leadership, business leadership and program resources.

Senior IT Program Manager Main Tasks:

Responsible for one or more Portfolios by managing resources, planning, execution, and delivery of programs, including:

  • Provides support and assistance to Project Managers on all aspects of PMO framework, processes, procedures, methodology and tools, to ensure the process is understood and followed.
  • Manages execution of the IT PMO strategy for a dedicated Portfolio,
  • Implements effective controls to promote compliance to implemented frameworks and best practices and reports on process quality compliance metrics.
  • Performs regular quality assurance checks on Projects to ensure project delivery activities are effective, project data is maintained with high quality, and recommended guidelines are followed.
  • Uses advanced knowledge, experience and skills to provide guidance and direction to Project Managers for unique or new situations that are not covered by standard practices or guidelines.
  • May manage additional team members based on scope of responsibility, or lead an indirect team
  • Supports other Resources and activities related to the development and deployment of processes and methodology, IT PMO Tools and continuous improvement of existing practices.
  • Ensure that in the Portfolio projects are delivered on schedule, budget, and in accordance to the specification.
  • Support developing Requests for Proposals (RFP) for external services.
  • Initiating, planning, executing and closing all Portfolio deliverables as committed.

Responsible for tracking Portfolio status, managing project issues and risks, including:

  • Accumulation and evaluation of Portfolio management data.
  • A consistent cadence of Portfolio updates. Report progress through Highlight Reports and stage-gate reviews.
  • Proactive identification of program threats.
  • Report financial variances between the business case and programs actual spending (benefits and cost) and manage business sign-off of value achieved.
  • Provide Portfolio reporting and status to senior management.
  • Provide information regarding the Portfolio plan and status to the different stakeholders; manage the interaction with IT PMO team.

Responsible for building and leading effective project teams including:

  • Manage organization and leadership of team in a matrix environment.
  • Leverage the expertise of the "project managers and specialists" from each functional team and their associated staff and assist with project prioritization within your Portfolio.
  • Work cross-functionally with multiple business units.
  • Support resource management (staffing plans, resource roll-in/off, resource assignment, working calendars, team logistics, etc.).
  • Assist project leaders in defining risks, assumptions, deliverables, dependencies and issue resolution.
  • Develop resourcing strategies to ensure optimum support for Portfolio.
  • Work in a "mentor" capacity to Project Managers, aid in the start up of projects and programs to ensure that they are started correctly and then maintain mentoring through all stages of the program/project.
  • As needed, support "Recovery" teams that are assigned to projects and programs that are in need of immediate attention.
