SUMMARY

Capital Projects Senior Manager is responsible to ensure major projects are safely executed in compliance with applicable regulations and requirements at maximum efficiency given the diversity of the technologies, products, locations and type of projects. The role oversees the planning, execution, and delivery of projects, ensuring they meet the desired outcomes, timelines, budgets and providing projects execution guidance throughout the Westlake organization and is the focal point for the various plants to request corporate assistance including manpower, specifications, procedures, and expertise. Recommends and ensures proper staffing of projects and third-party support if and when required.

DUTIES AND RESPONSIBILITIES

May include, but are not limited to, the following:

  • Defining and developing project management strategies that align with organizational goals.
  • Overseeing a portfolio of projects, ensuring consistency with company strategy, commitments, and goals.
  • Establishing and implementing project management processes and methodologies to ensure best practices.
  • Championing continuous improvement within the project management office by reviewing and optimizing policies and procedures.
  • Supporting senior project management leadership in strategic planning and execution.
  • Driving innovation in project management processes and tools.
  • Leading, coaching, and mentoring project managers and teams to enhance performance and professional growth.
  • Supervision of corporate projects staff and general management of company major projects.
  • Identify and develop relevant training needs and other personnel development opportunities.
  • Interfacing with senior management and stakeholders to provide project updates and gather executive support.
  • Facilitating communication between project teams and stakeholders.
  • Engaging with executive leadership to influence business planning and decision-making.
  • Managing resource allocation across projects, including budgeting and personnel assignment.
  • Conducting risk management to minimize project risks and developing contingency plans.
  • Overseeing project timelines, budgets, and resource allocation with guidance.
  • Work within the established gating process system.
  • Support engineering planning, scheduling and resourcing activities for major capital projects.
  • Support project funding approval process.
  • Ensuring quality assurance and compliance with all relevant regulatory and quality standards.
  • Facilitating problem-solving and decision-making processes to address project challenges.
  • Tracking project performance, specifically to analyze the successful completion of short- and long-term goals.
  • Developing and/or participating in conceptual and detail engineering phase of major capital projects.
  • Ensuring that major capital projects adhere to applicable CPE engineering functional procedures and in compliance with various governments, codes, industry and ISO requirements.
  • Conducting periodic meetings to review and evaluate projects status & performance, identify potential deviations to the overall plan, and provide guidance as required.
  • Assessing the effectiveness of corporate project management functional procedures, conduct periodic reviews to determine necessary enhancement and update as required.
  • Performing special projects and other activities as required.
  • Working with procurement as needed in negotiating contracts with vendors and suppliers to secure essential services and goods.
  • Coordinating with plants and participating in project opportunities and/or project scoping studies.
  • Providing support to projects including technical and execution concepts of projects, identification of optimal technologies, licensors, vendors and service providers to maintain and improve the economics of projects.
  • Working hand in hand with the Engineering Director and interface with engineering groups, construction and procurement, both internal and external.
  • Keeping abreast of process projects execution technical developments through meetings, conferences, journals and EPC industry contacts.
  • Supporting chemical plant facilities in review and implementation of area efficiency processes, and large-scale facility performance improvement efforts.
  • Monitoring the advancement of project plans, monitoring milestones, deliverables, and dependencies.

EDUCATION, EXPERIENCE AND QUALIFICATIONS

  • Bachelor’s degree in Engineering
  • Minimum of 10 years of relevant experience
  • Project leadership, plant production, and supervisory experience preferred
  • Chemicals, petrochemicals, oil & gas or manufacturing experience preferred
  • Ability to effectively lead large projects, project teams and ensure projects are completed on time, on budget and per project scope
  • Ability to work effectively with other departments
  • Ability to communicate clearly and effectively, both orally and in writing with stake holders at all levels in the organization and can organize thoughts in a concise way to present to senior management.
  • Strong analytical, organizational and time management skills, including ability to manage multiple priorities concurrently

PHYSICAL DEMANDS

While performing the duties of this job, the employee is frequently required to sit; stand; walk; use hands to touch, handle, or feel; reach with hands and arms; and talk or hear. The employee is occasionally required to stoop, kneel, or crouch. The employee must regularly lift and/or move up to 10 pounds, frequently lift and/or move up to 25 pounds, and occasionally lift and/or move up to 40 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.

WORK ENVIRONMENT

The noise level in the work environment is usually moderate as normally based in an office. Some of the work may be required in the operating units which can require usage of required PPE including safety glasses, hearing protection, etc. May also result in exposure to outside elements and may require usage of stairs and elevators. Travel including air travel or auto travel may occasionally be required.
