SUMMARY:

The Senior Manager, Communications provides communications and marketing services for DC Water programs, services, and activities. Assists the Vice President, Marketing and Communications in developing and implementing communications programs and campaigns to engage customers and employees.

ESSENTIAL FUNCTIONS:

  • Develops recommendations for communications and marketing programs to enhance the understanding and image of the Authority.
  • Writes and edits senior staff speeches and correspondence, news releases, articles, brochures and scripts.
  • Researches, writes and edits publications including the "FOCUS" employee newsletter, "What's on Tap" customer newsletter, Drinking Water Quality Report, and DC Water's Annual Report.
  • Coordinates news conferences and special events.
  • Assists the VP, Marketing and Communications in handling media inquiries and developing and implementing communications programs and campaigns.
  • Works with Safety, Security, Emergency Management and other operating departments to develop, maintain and implement tools to communicate with employees and customers during emergencies and other unusual situations.
  • Updates the DC Water Internet and external website.
  • Writes articles to be placed in industry based and community publications in support of DC Water's strategic goals.
  • Transmits or approves all mass communications to DC Water employees or employees and contractors - with an eye toward consistency of style and tone, and with timing and placement geared toward maximum exposure.
  • Provides communications support to other departments within DC Water and helps manage requests to produce and disseminate Authority-wide communications and materials.
  • Develops and manages internal communications campaigns to publicize DC Water programs, initiatives and employees.
  • Performs other duties and projects as assigned at the discretion of the VP, Marketing and Communications.

Supervisory Responsibilities: Provides daily planning and administration in the selection, assignment, supervision, promotion, discipline, and training of personnel for area of responsibilities.

Key Working Relationships: Interacts with Senior and Executive Level Staff members and employees throughout the Authority, representatives from other organizations and agencies, community groups, etc.

EDUCATION / EXPERIENCE & OTHER MINIMUM QUALIFICATIONS REQUIRED:

The minimum qualifications listed below are representative of the knowledge, skill, and ability necessary for an individual to perform each essential function satisfactorily. Reasonable amounts of training are provided.

  • Bachelor's degree in Journalism, Public Relations, Mass Communications, Marketing or a related field from an accredited college or university and ten (10) years of progressive experience in organizational communications, including writing and copy-editing; or a high school diploma or equivalency and fourteen (14) years of progressive experience in organizational communications, including writing and copy-editing; or equivalent combination of education and experience.
  • Experience with desktop publishing applications is required.
  • Excellent writing, editing, and proofreading skills.
  • Expert with creativity, initiative, and the ability to express thoughts clearly and simply, and proficiency in using various software applications (i.e., word processing, PowerPoint, PageMaker, etc.).
  • Demonstrated ability to develop creative approaches for effective employee and external communications and have experience in the areas of media relations and Web content development.
  • Demonstrated ability in establishing effective relationships with community/civic associations, citizen groups, and other special interest groups.
