Primary Duties & Responsibilities

Management Responsibilities: Responsible for driving and administering security programs for all II-VI Aerospace and Defense locations.
  • This position will lead a team up to 4-6 security professionals and report directly to the Director of Compliance.
  • Manages experienced professionals who exercise latitude and independence in their assignments.
  • Resides over and manages the Insider Threat Program for A&D and reports any possible espionage, sabotage, or subversive activities at any of the facilities in written form to the NSA/DSA.
  • Selects and hires candidates for positions within department, conducts performance evaluations and salary reviews for assigned staff.
  • Develop methods, techniques and/or evaluation of criteria for projects programs/people
  • This individual will have final decision maker responsibility to ensure effective achievement of objectives and decisions have a serious impact on the overall success of the division.
  • Participates/collaborates with other senior mgr/ executives to establish strategic plans and objectives helping move the division into higher level classified work
  • Develops, assesses, and implements the overall security policies and procedures for A&D division, as well as conducting training in coordination with government and corporate requirements.
  • Maintain an up-to-date knowledge arid understanding of corporate governance requirements, compliance and reporting responsibilities and related legal benchmarks from federal and state law.
  • Has experience governing clearances activities, in accordance with 32 CFR Part 117 (NISPOM) and ICD/ICS-705 while actively performing the duties of Facility Security Officer at the specific Beavercreek, OH location.
  • In addition to expertise in all disciplines of the security field, will possess an extensive breadth of demonstrated business, financial, and management skills, knowledge, and abilities to ensure maximum effectiveness.
  • Expectation of a confident demeanor and able to make critical security decisions for dynamic programs that support high value contracts. Be able to drive constructive change within the organization.

Facilities Security Officer (FSO) Primary Duties: Responsible for administering security programs on-site at the Beavercreek, OH location.
  • Manages the control of classified documents, facility access controls, visitor controls, COMSEC, and personnel security clearances and security education and awareness.
  • Uses knowledge of various security disciplines to determine, apply, and monitor appropriate security requirements as required by 32 CFR Part 117 (NISPOM) and ICD/ICS-705.
  • Develops, assesses, and implements site specific security policies and procedures (in accordance with A&D policies), and conducts training in coordination with government and corporate requirements.
  • Conducts pre-screening interviews, utilizes government security clearance systems including E-QIP and DISS to maintain personnel investigation / SCI access credentials, and performs post application review and mitigation for personnel.
  • Performs risk assessments and security self-inspections per NISPOM, corporate requirements, and provides recommendations for mitigation of vulnerabilities.
  • Conducts security briefings/debriefings for cleared employees travelling to different countries.
  • Investigates, documents, and reports all company violations and potential insider threats.
  • Acts as a liaison between the company, law enforcement and other security agencies, and maintains relations between these groups.

Education & Experience
  • Typically requires 12+ years of relevant experience or equivalent combination of education and work experience
  • Typically requires 7+ years managerial/leadership experience
  • Must be able to obtain and maintain an SSCI Clearance
  • Knowledge and experience managing all levels of classified programs (SAP/SCI)
  • Prior experience implementing SCIF security programs.
  • Proven experience implementing/monitoring NISPOM regulations
  • COMSEC experience required. Must have COMSEC Custodian certificate or be able to attend and complete IAEC-2112 COMSEC Training Course six months after being appointed as COMSEC Account Manager

Skills
  • Understands general principals and key liabilities associated with NISPOM and other applicable government regulations associated DoD security. Research and report on key questions related to these regulations
  • Working knowledge of E-QIP (Electronic Questionnaires for Investigations Processing System), National Industrial Security System (NISS), and DISS (Defense Information Security System)
  • Must have strong leadership skills and ability to motivate individual personnel and functional teams to mutually agree on resolutions to open items
  • Excellent interpersonal, communication and presentation skills and the ability to comprehend and communicate at multiple levels within and outside the organization
  • Strong organizational skills and attention to details

This individual is the Industrial Security SME and will validate across the sector that all DOD programs are in compliance with relevant policy and procedures. The Sr. Manager of Security will be responsible for standardizing processes and strategize on how to implement a consistent program across geographic boundaries.
