Your Role

The Blue Shield Promise Social Services team is looking for a leader with Medi-Cal experience who can help facilitate the integration of social and behavioral needs care into overall healthcare to support members holistically . The Senior Manager, Social Services will report to the Director, Social Programs and Services . In this role you will be providing leadership, direction, and oversight of social programs and social services. Social programs include various initiatives addressing the various social needs brought on by the effects of social determinants in our members' lives while social services encompass the teams that provide social services interventions and linkages to Managed Long-Term Services and Supports (MLTSS) and CalAIM Community Supports . Working in close partnership with the Director, Social Programs and Services, this role will ensure all elements of the department's operations are in compliance with health plan and regulatory requirements. The incumbent is also responsible for the development and implementation of policies, procedures, programs and reporting requirements while ensuring all services in the department are of the highest quality.

Your Work

In this role, you will:

  • Provides leadership to ensure best utilization of resources in achieving the organization's goals, maintaining compliance with regulatory and corporate policies, and ensuring the needs of the individuals served by the department's staff are met
  • Provides direct supervision, guidance and support to department managers
  • Identifies and negotiates contractual relationships and partnerships with organizations/providers/agencies focused on providing services and programs to increase the quality of life and health of all members, with a specific focus on seniors and persons with disabilities (SPDs) and dual eligible beneficiaries
  • Works with Healthcare Informatics and Quality to explore new technologies to deliver innovative, user-friendly, integrative interface design solutions across multiple platforms to integrate social programs into the medical model to accomplish business objectives
  • Develops and maintains collaborative relationships with policymakers, community organizations, government agencies, researchers, and other stakeholders to support projects, and initiative development and implementation
  • Contributes to, supports, and leads the conceptualization, design, planning, implementation, and development of innovative programs and projects focused on integrating social programs into the medical model of care
  • Oversees accurate data collection and reporting to meet regulatory requirements and measure the department's performance
  • Serves as resource for social programs, social needs care, and social services
  • Recognizes and analyzes the implication of new business needs and develops actionable solutions to maintain effective service delivery to members
  • Mentors, guides and coaches direct reports in order to expand their capabilities and build management depth in the organization
  • Supports the Social Services manager with organizing the department workload and establishing work standards to promote efficiency and productivity.



Qualifications:

Your Knowledge and Experience

  • Requires a master's degree in Social Work or equivalent field
  • Requires a current LCSW, LMFT, or LPCC Licensure
  • Requires at least 10 years of prior relevant experience including 4 years of management experience
  • Knowledge of Medi-Cal and Medicare benefits and applicable resources
  • Knowledge of a wide range of psychosocial challenges, social determinants, and social needs that adversely impact positive health outcomes and quality of life
  • Knowledge of health disparities in diverse communities
  • Excellent analytical, time management and organizational skills
  • Excellent written and verbal communication skills
