Summary
The Senior Network Engineer provides support and oversight to an operations team of network architects and engineers with varying knowledge levels and skill sets. This role reports directly to the Senior Network Manager / Tower Lead.
The Senior Network Engineer will provide technical leadership for the support and management of the network infrastructure and topology design. The engineer leads a team focused on maintaining, supporting, and improving a large-scale enterprise IT environment while delivering and ensuring high availability and uptime. The scope of this role includes monitoring and maintaining the network infrastructure for multiple sites and various City departments, including the Mayor's Office and/or related offices, and the offices of some publicly elected city officials (Aldermen, Commissioners, etc.) within a metropolitan area network (MAN). Technical leadership and support of various interconnections to external vendors, partners, and other organizations via site-to-site and remote access VPNs, as well as architectural oversight for public Internet access via wired / wireless guest, VPN tunnels and other technical platforms are relevant to the required duties.
This person will be responsible for adhering to change management and ITIL practices and processes, including monitoring, analyzing, responding, resolving, and documenting service/performance-related issues and operational maintenance and malfunction. Responsibilities also include the daily maintenance and operations of the WAN, LAN, WLAN, MAN, and Internet edge infrastructure respective to existing IDF/MDFs, Data Center cable plants, DWDM and fiber ring topologies, etc. An in-depth understanding of multi-site / multi-platform integrated architectures with advanced device configuration skills including traffic engineering and management, QOS, route maps, VRFs, ACLs, port-security, load-balancing, high availability and failover mechanisms; overlay networks and network virtualization concepts, including OTV and Layer 2 and Layer 3 tunneling encapsulation transport mechanisms such as VXLAN, GRE, and IPSec is required. The ability to create and/or lead the preparation of implementation, contingency, acceptance test and backout plans, root cause analysis (RCAs), SOPs/MOPs, architectural drawings, and network documentation is a must.
Strong leadership and communication skills are essential. This role requires the ability to lead and coach the day-to-day operational management of the team, set individual and team goals, build technical skills and capabilities, provide performance feedback to motivate and incent individual growth, promote best practices, establish, and enforce operational priorities, ensure compliance with standards, support problem resolution, drive change and innovation among the team, and assist with planning resources and special projects.

Responsibilities
- Adhere to the direction of the Sr. Network Manager to manage end-to-end lifecycle and delivery of various infrastructure technologies and day-to-day activities of the network team
- Monitor and manage network performance, capacity, and availability to meet SLRs/SLAs
- Collaborate with Data Center Team as required to ensure redundancy, resiliency, and failover capability related to servers, hypervisors, disk arrays, fiber-channel, NAS, SAN, etc. that are interconnected to the core infrastructure, including ToR switches and DWDM
- Coordinate usage and deployment of tools by the team to monitor the IT infrastructure and related applications, including SolarWinds, Cisco Prime, Cisco ISE, Cisco DNA, and others
- Lead architectural design efforts, engineering, and schedules to support new and enhanced applications, architectures, and standards in evolving IT environment
- Ensure all new circuits, devices, and software provisioning information are included in configuration management documentation
- Develop and document administrative procedures that satisfy the client's requirements and policies; Approve (or submit for approval) network-related RFCs according to ITIL processes
- Create and update network diagrams using VISIO and other diagramming tools
- Participate in Change Advisory Board (CAB) meetings, including review of planned changes, outages, and impact/rick assessments and analysis
- Lead/Assist team members with technical tasks (network design/planning, code upgrades, maintenance, device configuration and installation, troubleshooting, IMACs, etc.) as needed
- Inventory and track network infrastructure assets, maintenance contracts and licensing
- Provide oversight to the team to ensure compliance with PCI, HIPAA, GLBA and other governmental regulations
Other responsibilities include:
- Manage all network devices in accordance with the client's policies (including information security office oversight and change management policies)
- Document and maintain device configuration files, IP addressing schemas, router configurations, routing tables, VPN configurations, etc. in adherence to ITIL processes.
- Ensure network administration activities adhere to defined change management control processes
- Limit network outages and optimize bandwidth utilization through proactive analysis of network data and reporting
- Respond to alerts reported by the NOC and monitoring tools
- Coordinate resolution of circuit problems with external vendors, carriers, internal client liaisons, etc.
- Carrier Management: Act during the fault isolation process when a fault is detected that is suspected to be in the carrier's domain. Contact the carrier and work with them to troubleshoot the problem. If it is in the carrier's domain, keep the trouble ticket open and follow up with the carrier until the problem is resolved. Verify that connectivity is restored prior to closing the trouble ticket
Requirements
- 4-year college degree in a related field and/or relevant professional experience
- 5 years of management experience leading and working with network engineering teams in a service-oriented 5000+ user enterprise environment
- Demonstrated strong routing & switching network architectural and engineering skills, including knowledge of dynamic routing protocols and configurations
- Demonstrated troubleshooting skills
- Participate/Coordinate the On-Call rotation and provide after-hours support when needed
- Adhere to badging and identification requirements for various City location accesses and building entry points
- Considerable knowledge of network-based systems operations and maintenance, including a strong understanding of protocols and tools necessary for effective resolution of maintenance requests and tracking operational processes
- Knowledge of cybersecurity operations and best practices
- Knowledge of PCI, HIPAA, and other statutory compliances a plus
- Strong knowledge of ITIL concepts. ITIL certification is a plus
- Strong interpersonal skills, communication, leadership ability, and teamwork
- Strong client-focus skills with ability to recognize client requirements, assist client in achieving their goals, manage client expectations and consistently achieve high client satisfaction
- Strong organizational and management skills; ability to efficiently manage multiple concurrent projects
- Ability to explain complex problems in a clear and concise manner and present network issues and changes to client
- Experience working with a Network Operations Center
- CCNP or CCIE certification required
- OSHA-10/30 or other safety training/certifications a plus
