Job Description

Torch Technologies is looking for a Senior Operations Analyst to support ACMC leadership and to oversee all operations of PdM ACMC.

Provide program support to an Army Aviation Acquisition Product Office - the Aerial Communications and Mission Command Product Office - in the form of planning, integrating, coordinating and strategic communications across various APM Teams and Functional Branches - Technical, Logistics and Business, as well as with other internal and external agencies. Other requirements include program planning, scheduling, report preparation, briefings, and providing support to management. Interfaces daily with military and civilian personnel and other contractor personnel in a team environment.

Duties and Responsibilities:

β€’ Support leadership to oversee all operations of the Product Office.

β€’ Oversee and direct daily ACMC administrative processes and procedures

β€’ Reports to and assists Product Manager and Deputy Product Manager in daily tasks and duties

β€’ Ensure ACMC policies align with and advances strategic objectives

β€’ Strategically map-out, plan, and manage projects

β€’ Analyze and maintain operational data

β€’ Develop improved office operations functionality to increase effectiveness, efficiency, and productivity

β€’ Communicate with Product and Functional teams to confirm execution of established or directed processes

β€’ Train staff, Product, and Functional teams in policies and procedures. Supervise execution and compliance.

  • Prepare and come up with new strategies to increase the output for the Product Office.
  • Responsible for updating/implementing policies or core working practices and provides clear leadership and direction to personnel, as directed by management.
β€’ Plays a key administrative role; keep accurate records of important meetings/schedule for the implementation of various Product Office strategies.

β€’ Manage office battle rhythm (meetings, agendas, tasking requirements, product development, and administrative documents)

β€’ Work with Project Office Headquarters Staff to synchronize and coordinate all Product Office actions.

β€’ Work with Project Office Headquarters staff and Product Office leadership to support tasking and directives.

  • Assimilate information from numerous sources and provide recommendations to leadership.
β€’ Issue, review and track taskings for Product Office.

β€’ Coordinate technical development with other Project/Product Offices, other government agencies, and contractors to promote information exchange

β€’ Develop, write and staff briefings to officials/groups in the Project/Product Office

β€’ Assist with daily and weekly reports to higher headquarters (Staff Call notes, significant actions reporting, and other daily/weekly reports as required).

β€’ Manage and report personnel accountability daily

β€’ Review documents for compliance with AR 25-50 formatting, grammar, spelling, and composition per the Army writing standard, and correctness/accuracy of content. Staff documents to ensure functional and APM review before providing to PdM/DPdM for signature/concurrence/approval/release. Establish processes and procedures to ensure documents are processed expeditiously and are finalized on or before established suspense/need dates.

β€’ Primary ACMC responsible agent for the NIPR (Unclassified) ETMS2 program. Manage Internal and External Taskers - PEO / AMSA / ACMC/and Outside Stakeholders - via ETMS2. Train ACMC personnel in the use of ETMS2.

β€’ Primary ACMC responsible agent for the SIPR (Classified) ETMS2 program. Manage SIPR ETMS2 Internal and External Taskers - PEO / AMSA / ACMC/and Outside Stakeholders - via ETMS2. Train ACMC personnel in the use of ETMS2.

β€’ Manage ACMC SIPR Communications. Check SIPR traffic NLT weekly and route actions/information to appropriate personnel while ensuring no spillage of classified information.

β€’ Gatekeeper for weekly ACMC Staff Call Charts. Establishes suspenses for updates and ensures slides are updated by each APM and Functional Lead before each meeting.

β€’ Develops and executes review processes for:

o SITREPS and EXSUMS

o Internal SOP's/Polices

o MOA's/MOU's/SOW's/PWS/CDRLS/DIDs

β€’ Processes:

o Telework Packages

o CCIR's

o move (cube change) forms

β€’ Updates and keeps current:

o Work Force Data Manager

o AMSA Ops Leadership Board

o Org Chart Manpower and Force Structure Chart

β€’ Manages/Updates:

o MS TEAMs Channels and Site

o Running/Recurring Action Item List

o Travel (ETP) Process

o ACMC Internal SharePoint Site

o Calendars / schedule meetings and conf. rooms

o Alert Roster

β€’ Primary agent responsible for scheduling, coordinating, recording, and each Program Management Review (PMR). Provides briefing support (conference room set up, reproducing and distributing hard copy slides for principals, establishing and controlling TEAMS connection, recording notes/minutes, etc.). Drafts, staffs, and publishes PMR MFR.

β€’ Attend HQ's, Ops, and Product Team Meetings. Serve as recorder/scribe for key meetings. Publishes minutes.

β€’ Coordinates and processes:

o Centralized Aviation Flight Records System, (CAFRS) Data Requests from personnel worldwide

o CAFRS FOIA Requests. Ensures FOIA requests are answered in NLT 10 business days.

β€’ Develops, Reviews, Processes staff briefings to officials/groups (internal/external)

β€’ Assists AMSA/ACMC staff with IT related issues (Hardware, Software, Conference Room Setup)

β€’ Coordinates and executes 05/06 level events and activities.

β€’ Performs other duties as assigned.

Job Requirements

Qualifications:

β€’ Comprehensive knowledge of Army regulations, acquisition policies and precedents, program goals and objectives, and work processes of the organizations supported, as well as relationships with other programs within Department of the Army. Bachelors degree and 10-15 years experience, experience may be substituted in lieu of degree.

o Familiarity with AR 25-50, Preparing and Managing Correspondence, and experience in preparing official correspondence

β€’ Army Acquisition experience.

β€’ Program Management experience and extensive knowledge of contract actions and documents to include but not limited to Statements of Work and Integrated Master Schedules

β€’ Experience with rotary wing aircraft operations, employment fundamentals, and how the Army runs.

β€’ Ability to manage multiple projects simultaneously, work effectively and well with others.

β€’ Skilled in interpersonal and intergovernmental communications.

β€’ Plan, organize, and direct the work of teams or task forces to accept recommendations, changes, or conflicts among team members

β€’ Above average knowledge of Microsoft Programs, to include, but not limited to Outlook, Word, PowerPoint, and Excel

β€’ Outstanding communication, both written and verbal.

β€’ Outstanding analytical skills.

β€’ Excellent organizational skills.

  • Strong problem-solving skills
  • Minimum knowledge of Microsoft Office suite of products and SharePoint. Additionally, preferred knowledge in Project Recon, Windchill and other applicable applications/processes used in Acquisition Management.
  • Experience with ETMS2 task management software a plus
  • Experience with Microsoft TEAMS a plus
