The Climate Investment Funds (CIF) - one of the world's largest multilateral funds - utilizes climate financing to help low and middle-income countries accelerate low carbon, climate-resilient development. CIF supports an inclusive and just climate-smart future, focusing on diverse partnerships that de-risk green markets and unlock additional investments and financing.

To date, 14 contributor countries have pledged over US$11 billion to CIF, which is leveraging an additional US$62 billion in co-financing in 72 recipient countries. Since its start, CIF has worked in the areas of clean technologies, energy access, climate resilience, and sustainable forests. And now, after identifying the next frontier of climate challenges, CIF is investing in five new areas: the transition from coal, climate smart cities, nature-based solutions, industry decarbonization, and renewable energy integration.

The CIF's success is premised on a solid partnership with national governments, citizen groups and communities, private sector sponsors, the CIF governing bodies, and the five multilateral development banks that serve as co-financiers and implementing agencies of the CIF.

At the center of this collaboration is the CIF Secretariat is a 35-person secretariat hosted by the World Bank which supports the work of the CIF governing bodies including strategy and policy development as well as reporting; manages internal and external institutional relations as well as strategic partnerships; supports program development; delivers a large program of thought leadership, knowledge and learning work; is responsible for portfolio risk management and new private sector capital mobilization modalities and initiatives.

The CIF Secretariat is looking to further strengthen its team through the recruitment of a Senior Partnerships Specialist.

Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 2-year term appointment.

Duties and Accountabilities:

The ideal candidate will be an experienced project manager with exceptional leadership skills and proven results.

Key responsibilities include but are not limited to the following:

Partnerships and External Relations

• Develop a cohesive partnership and fundraising strategy and oversee its implementation;• Advisor to the Head of the CIF and the Front Office in meeting her/his strategic vision for the future of the funds;• Manage Partnership-External Relations Team; • Manage day-to-day relationships and partnership development with the funding agencies of key sovereign development partners;• Develop relationships and work closely with fundraising focal points across the WBG and other MDBs;• Lead awareness raising of CIF's work amongst WBG and MDBs Board members and teams; • Lead and support tactical engagement with development partners globally and in the regions in which CIF operates;• Facilitate the structuring of partnerships, coordinate the development of proposals, negotiate agreements, and support the implementation of partnership agreements;• Work closely with the Head of the CIF in WBG fund-raising corporate processes;• Organize regular coordination meetings with donors and consultations with recipient countries;• Monitor developments in the international climate finance architecture to inform CIF's strategy, communications, and fund-raising efforts;• Nurturing existing sovereign partnerships with pivotal contributor focal points - US, UK, Canada, Germany, Japan, France, Italy, Switzerland, Netherlands, Norway, Sweden, Denmark, and Spain;• Oversight of CIF's Partnership with the Stakeholder Advisory Network and non-sovereign/CSO partners;• European engagement extending to new prospective donors (Finland, Iceland) as well as European Commission;• Asia Pacific engagement will apply continued relationship building with Japan as well as new prospective partnerships with Australia and New Zealand;• Work closely with relevant program heads and communications to develop with donors high-level events linked to CIF new investment programs; • Building on newly signed Statement of Principles for Strengthened Complementarity among Climate Funds (Glasgow/CoP26) working closely with GCF, GEF, and AF.

Selection Criteria

• A Master's degree (or equivalent) with at least 10 years of experience in international development, business development, strategy, and/or multilateral development bank operations;• Demonstrated ability and political judgment to work at a corporate level to advance institutional goals;• Demonstrated ability to manage multi-disciplinary teams in planning and executing agreed work efficiently and collaboratively;• Working experience in the field of climate change mitigation and adaptation and its relationship to development and climate finance is desirable;• Demonstrated track record of developing and enhancing partnerships with donors;• Demonstrated track record of mobilizing new financing from donors for multilateral development finance operations; experience mobilizing funding for climate action a plus; • Experience in managing teams, both human resources and financial resources;• Experience working with key stakeholders in the climate finance landscape, including climate funds, NGOs, recipient countries, the private sector, etc.;• Demonstrated track record in leading the development and execution of partnership and fundraising strategies;• Experience working with the multilateral development banks at a high level on strategic and operational initiatives - demonstrating understanding of the Board of the Development Banks is a plus;• In-depth understanding of the Climate Investment Funds, including the CIF business model, portfolio, key stakeholders, and CIF's current and potential place in the climate finance architecture;• Demonstrated ability to work independently and take the initiative;• Demonstrated ability to produce high-quality inputs and deliverables on a tight timeline;• Excellent oral and written communications and editing skills with a strong command of English. Additional languages are desirable;• Ability to deal sensitively in multicultural environments and build effective working relations with clients and colleagues.
