Senior PBM Consultant

Techstra is seeking an experienced Sr. Technical Business Analyst / Lead with Pharmacy Benefit Management systems (PBM) with a minimum of 10 years of experience. The ideal candidate will have experience and strong knowledge of PBM systems and related business processes. 

In addition, there will be an oversight that includes but is not limited to the RFP database, specialty medical benefits management program, clinical programs, and evolution, and numerous other PBM delegated pharmacy programs from sales proposals to group implementations to outcomes monitoring and lead evaluation of new program opportunities related to the pharmacy benefit, as well as the strategy to drive sales performance through internal process and marketing initiatives.

Responsibilities: 

• Work with stakeholders to evolve the "Current State" process to a more robust and improved "Future State"

• Assist in the modernization of an existing legacy based PBM software system to a more modern Java / Cloud based application. 

• Demonstrates the experience and ability to independently analyze and produce accurate and thorough project documentation and deliverables, including project benefits, feasibility, requirements, scope, risks, and justification. 

• Develop user stories and acceptance criteria in collaboration with the Product Owner. 

• Assists with various tasks throughout the development life cycle of a project. 

• Mentors and is sought out by less experienced associates for product and application analysis knowledge. 

• Is typically assigned complex projects and situations that have a high degree of customer exposure or company liability. 

• May work on multiple projects simultaneously. 

• Lead requirement analysis, requirement clarification, backlog grooming, story breakdown, and work prioritization for the team by talking to our Product Owner and / or stakeholders. 

• Research and analyze existing functionalities of the systems / applications, work together with the team to design technical solutions. 

• Ensure compliance with State, Federal, and Blue Association regulations and rules. 

• Establish reliable oversight, testing and validation processes. 

• Liaison to technology and business teams, must be able to interpret requirements in both directions. 

Qualifications: 

• Bachelor's degree and / or 5 years of work-related experience 

• Product development experience working within an Agile project methodology 

• Experience in accurately gathering, translating, and documenting user stories, requirements / designs to serve as functional specifications from which technical solutions can be developed 

• Prior PBM / Health Plan experience background needed. 

• Strong analytical skills, interpersonal skills, and written communication skills 

• Strong mid-level to senior technical business analyst. 

• Software application development lifecycle experience including discovery & requirements / story development. 

• Knowledgeable in Pharmacy Benefits Management (PBM) required. 

• Strong analytical, critical thinking, and presentation skills
