Job Details:

Works closely under the Director of Project Engineering and in coordination with the Program Manager to execute Engineering scope of work. The Project Engineer is responsible for technical execution and technical performance of assigned projects from concept through production.

The Project Engineer develops engineering work plans with all relevant functional organization based on Customer Requirements and Program Statement of Work, executes work plans developed based on the Work Breakdown Structure, establishes and maintains technical baselines, and continuously monitors and controls project execution using EVMS and Technical Metrics.

The project Engineer is expected to work with the other Project Engineers and all other functional discipline technical leads to help drive the project's technical scope. Some of the technical tasks include: requirements analysis, design, integration, verification, and preparation for production. Contributes to milestones (PDR, CDR, FDR, etc.) in order to successfully execute the project. Throughout the execution of the project, the Project Engineer stipulates compliance with corporate and division technical engineering processes, coordinates activities across technical disciplines, helps with the execution of technical gate reviews, monitors and reports technical progress against baseline schedule, identifies and acts to resolve technical issues/risks in order to minimize their impact on program execution/success. It is important that the candidate be able work independently and collaboratively to understand and help direct work of technical staff.

Essential Job Duties and Responsibilities:

Leads the overall technical execution for a program

  • Primary Engineering Representative within Program Management Office (PMO) for a specific program
  • Leads Engineering Planning, Execution, and Monitoring Activities spanning HW, SW, FW, SE, ME, I&T, Cyber and Specialty Engineering Organizations
  • Primary Control Account Manager (CAM) for Engineering
  • Support PM in EVMS activities, including Project Baselining, IBR, weekly/monthly progress updates, VAR analysis, EAC/ETC updates, Comprehensive EAC reviews
  • Supports technical engineering activities for proposal efforts
  • Clearly relays the program's technical requirements/objectives to technical staff and management
  • Collaborates with Business Development on product technical requirements, features and functionality
  • Aids in coordinating the activities of technical staff
  • Acts as liaison between different technical functional engineering disciplines
  • Identifies technical solutions for new and existing customers
  • Takes a leading role in the preparation and presentation of clear and high-quality technical solutions

Oversees activities to establish and maintain technical baselines

  • Leads analysis activities to define system requirements, architecture, and baseline to subsystem/component levels
  • Ensures the technical accuracy of specific design details in project areas
  • Recognizes technical problems in other disciplines and initiates appropriate corrective actions
  • Works with other PE/PM team members to ensure technical baseline meets customer needs and is within contract scope
  • Manages systems configuration, system architecture and system design requirements
  • Ensures quality of technical material and technical maturity of system expectations
  • Ensures technical design and analysis activities are performed against approved baseline
  • Establishes technical program controls
  • Maintains technical metrics to track technical performance of project
  • Maintains technical project risk metrics and performs technical risk management activities
  • Provides technical reports and briefings to management and customer regarding status of project
  • Enforces technical change control through established CCB

Works with other PE/PM team members to create program schedule and WBS

  • Supports establishment of technical milestones and deliverables (gates, reviews, CDRLs, etc.)
  • Defines technical tasks required to accomplish milestones and deliverables
  • Identifies technical staffing required to accomplish tasks
  • Monitors, mentors, and trains Project and Functional engineers

Oversees gate and technical design reviews for assigned project(s)

  • Coordinates with technical stakeholders
  • Coordinates closure of technical actions items and closeout of gate review
  • Participates in both internal and external technical design reviews and status meetings

Desired Job Skills:

  • Experience in EVMS based program / project execution
  • Experience as Control Account Manager (CAM) for cross-functional teams
  • Project Management Certification (PMI, PRINCE2)
  • Experience leading large cross-functional engineering teams
  • Experience developing and maintaining Risk / Opportunity Registers
  • Experience in Secure Communications Technologies (RF, Digital, SW/FW, Antennas)

Minimum Job Requirements:

  • Four-year college degree in a Technical or Engineering discipline, plus 10 years of related experience, or an applicable Master's degree with 8 years of related experience. Demonstrated experience in the project engineering role performing technical execution leadership to develop, test, and deliver systems which meet customer requirements. Experience developing system(s) through the systems engineering process. Effective written and oral communication skills. Ability to use personal computer software such as spreadsheets and word processing programs and requirement management database tool. Experience with EVMS and Workforce Planning tools such as SAP and Primavera P6, is highly desirable. Experience with Agile execution tools such as JIRA is highly desirable. Mental ability to perform engineering problem solving and analytical tasks. Must be able to work under project deadlines and associated cost and schedule constraints. Must be able to obtain a Security Clearance.

Additional Information

(San Diego only***) Targeted full-time salary range between $ 175,817 - $ 205,592 + benefits.
