We are seeking a Senior Procurement Specialist to join our diverse and talented team at the Enterprise Service - Acquisition.

Position Overview:

The Senior Procurement Specialist will perform the procurement of highly specialized equipment, components and systems, and complex contract actions for a diverse set of Department missions including information technology, professional or technical services, and/or a variety of supplies. This position will be responsible for pre and post award functions for highly technical contracting work emphasizing customer requirements and relationships to achieve results that further the mission of agency clients. This position requires subject matter expertise with Federal Acquisition Regulations (FAR), policies and practices

Responsibilities:

Assist with preparing contract documentation including memoranda, determination and findings, and justifications and approvals and assist with post-award activities.

Coordinate with contractors to ensure full understanding of terms and conditions.

Recommend resolution of issues related to non-compliance.

Conduct market research.

Revise statements of work/specifications

Execute task/call orders against Strategic Sourcing Initiatives/Blanket Purchase Agreements (BPAs)

Post requests for quotes/information/proposal, small business determinations, and justifications

Utilize government acquisition websites (e.g., GSA, NASA SEWP, SAM)

Develop and execute contract modifications.

Evaluate quotations/proposals.

Conduct source selection.

Make contract awards, notify and debrief unsuccessful offerors. 

Regularly interact with Enterprise Services leadership, Contract Officers, and other Procurement Specialists

Manage electronic and physical contract files.

Assist with contract audits. 

Perform other duties as assigned

Qualifications:

BS/BA degree in procurement/contracting, business/finance or communications preferred

5 years of experience in a contracting/grants environment is required. (Internships and summer employment can be included)

Knowledge of the Federal Acquisition Regulations (FAR), Small Business Socio-Economic statutes and specialized contracting methodologies including Strategic Sourcing initiatives and the use of Delivery Order / Task Order contracting

Strong analytical skills

Proficiency in Microsoft Office Suite (i.e. Excel, Word, and PowerPoint)

Excellent verbal and written communication skills

Ability to obtain an OPM Suitability Clearance

U.S. Citizenship required
