Senior Program Manager

Roles & Responsibilities:
- Update and maintain Program Delivery Approach, Provision Timeline and Delivery Roadmap.
- Leverage existing PMO resources and leading practices across IT to adapt the organization structure, composition and roles/responsibilities for the PMO organization with a focus on reducing duplication of efforts.
- Provide support for identifying and tracking related risks and issues, identifying mitigation strategies and impacts to the overall schedule.
- Develop and execute an IT strategic communications plan and activities to communicate about Program (e.g., Town Halls, Newsletter), leveraging existing IT strategic communication channels, and integrating with similar enterprise- and business-led engagement efforts.
- Create, manage and maintain required Program artifacts required by the Taxpayer First Act Office (TFAO) and other external governing bodies (i.e. Provision Timelines, ELC Documentation).
- Manage and maintain Program PM artifacts such as Action Item tracker, Key Decision Tracker and related meeting minutes.
- Provide ad-hoc direct support to the Program IT Executive Lead.
- Manage and maintain the program Integrated Master Schedule (IMS) and Work Breakdown structure (WBS).
- Coordinate periodic and Ad-Hoc congressional reporting including analytics and measurement.
- Coordinate internal and external reporting for the leadership.
- Provide support for communication across stakeholders as well as to IT and Business Executives around program updates, risks, issues and general integration updates.
- Provide ad-hoc direct support to the IT Executive Lead.
- Create new, as needed and maintain existing PMO artifacts such as Action Item tracker, IMS, Key Decision Tracker, and related meeting minutes.
- Create, manage and update PMO reporting templates (i.e., Quad Chart, Executive Dashboard, Weekly Status Report, ARP Gantt Chart).
- Provide support for identifying and tracking related risks and issues, identifying mitigation strategies and impact to the overall schedule Integrate with delivery partners, including Enterprise Services, and Workstreams to share IR form prioritization and facilitate the creation of additional user stories and epics to be included in future PI/sprints.
- Provide ad-hoc direct support to the IT Executive Lead and Deputy.
- Refine, establish, and continue Executive Engagement activities and reporting deliverables (e.g., A/D/CIO Briefings, EPMO Executive Dashboards, Executive Oversight Team Meetings).
- Create and support strategic plans for programโs integration with Enterprise initiatives (i.e., Mod Plan, Cloud Management Office, Taxpayer First Act Report to Congress) to drive progress with Enterprise alignment, as feasible.
- Develop and facilitate Business/IT Executive Forums to achieve updated governance and oversight activities.
- Continue producing Executive briefings to provide leadership with updates, decision points, and a forum to discuss cross-ACIO area components.
- Continue to support Risk Management processes and engage with Delivery Partner to identify, track, and mitigate program risks.
- Refine communication plan to account for additional legislative reporting (e.g., American Rescue Plan) and other anticipated reporting needs (e.g., Budget Reconciliation) as well as additional stakeholders and engagement requirements needed for program success.
- Continuously assess stakeholder communication requirements and execute Communications strategy through design, development, and delivery of targeted, high impact communication products (e.g., digital communication products, recurring program updates, marketing slicks) aligned to program activities and objectives.
- Support planning efforts for future releases to determine approach and sequencing of efforts to execute Release 2.
Qualifications:
- Bachelorโs or Master's Degree in Computer Science, Information Systems, Engineering or related field.
- Minimum 5 years of related experience.
- Candidates must meet requirements to obtain and maintain a Minimum Background Investigation (MBI) clearance (active Moderate Risk MBI clearance is a plus).
- Candidates must be a US Citizen or a Legal Permanent Resident (Green Card status) for at least three (3) years, and Federal Tax compliant.
