About the team:

The BlueLabs Civic Tech practice revolutionizes the way government agencies use data to reduce the friction between residents and the essential services they use. Our team develops deep expertise within the areas our clients care about most, then builds data programs that create impact at scale. We work closely with internal government innovation groups, and build on the analytics methodology pioneered in e-commerce, advocacy, politics, and consumer finance.


About the role:

The Senior Program Manager will play an instrumental role in, and is ultimately responsible for leading, BlueLabs’ engagement with a project. The project’s broad goal is to redesign and modernize front-end web experience, data strategy, database design, and outreach services for a federal healthcare platform in support of agency-wide usability and health equity goals. You will lead the partner relationship and lean on a team of analysts, data scientists, and engineers to drive high-impact results for millions of Americans. You will heavily focus on database design and management and will guide the team on data architecture best practices.


In this position you will:

  • Manage, coach, and mentor both managers and individual contributors, with responsibility for analytics services supporting the redesign and modernization of relevant websites and database systems.
  • Serve as the primary point of contact for BlueLabs’ engagements with client government agency representatives and partner organizations with regard to determining timelines, capacity, direction of the project, etc.
  • Provide thought leadership to the project team, external clients, and partners, building meaningful connections with stakeholders that strengthen and potentially grow the program over time.
  • Effectively manage the business aspects of the team such as following legal requirements, meeting contractual obligations, staffing with the right skills, and ensuring the team meets its goals.
  • Direct the broad vision, goals, and strategic direction of the project, assisting the team in translating these into the everyday work and deliverables produced by the team.
  • Provide guidance, coaching, and mentorship to team members and drive overall project and professional development goal-setting to the team.
  • Facilitate communication, promoting high quality documentation and task management and ensuring that the team has access to the data, tools, and resources that they need to be effective.
  • Identify high-level priorities, explore and observe trends and insights, and design initiatives in collaboration with program stakeholders. 
  • Report key metrics and communicate the team’s capacity and requirements to our partners in order to drive their decision-making. 
  • Provide policy input to modeling efforts and coordinate background policy research.
  • Sign off on final modeling, scoring, and outreach deliverables.
  • Such other reasonable tasks that may be assigned by management. 

What we are seeking:

  • Bachelor’s degree in a quantitative or related field, or equivalent technical training
  • 5+ years of work experience in data-driven decision-making.
  • Strong technical skills in Python and SQL (Redshift or Snowflake); experience with AWS and database pipeline technology such as Airflow is a plus. 
  • Experience building and managing complex database architecture; ability to set analytics requirements for database usage and translating those requirements to engineers. 
  • Experience working with technical teams with varied backgrounds, roles, and functions, including direct management of people on the team.
  • Experience thinking about how complex systems can be improved, drawing conclusions from data, and making connections between the big picture and operational needs.
  • Excellent written and verbal communication skills with the ability to communicate concise, impactful, and data-informed stories to both internal and external stakeholders.
  • Demonstrated ability to create and deliver client-facing material; ability to synthesize and communicate data and technical information to a wide variety of audiences.
  • Ability to provide technical guidance to team members working with database architecture, documentation of data, production data strategy, user activity reporting, and related fields.
  • Passion in applying your skills to our social mission to problem-solve and collaborate within a cross-functional, client-facing team environment
  • The ability to successfully attain and maintain a Federal Public Trust background investigation that our government clients require; this includes a requirement that the individual has U.S. Citizenship or U.S. residency for three of the past five years (36 of the past 60 months).
