Senior Program Manager - Contingency Program

A Brief Overview
The Senior Program Manager leads large strategic organizational-wide contingency planning system by defining processes and the program requirement needed to enable day-to-day operations, while sustaining the business & clinical services continuity in the event of the work stoppage. The Senior Program Manager will plan, organize, initiate, and direct the planning program proactively, leading and organizing all activities and resources prior to the work stoppage help to ensure a successful result. The Senior Program Manager will communicate, solve problems, and track actions for all stakeholders to ensure successful plan development of the contingency program, including implementation of the plan as needed.

What you will do
Provides leadership for large strategic and cross-functional labor contingency planning program as assigned by the Director.
Initiates and leads the contingency planning program phase, 6-7 months ahead, prior to contract expiration.
Manages, assesses, and documents project scope and program utilizing various project management tools.
Defines project scope, goals and deliverables that support strategic contingency planning goals in collaboration with the Director and other key stakeholder.
Identifies opportunities for process improvement and recognize and use synergies from other projects to design creative solutions for technological and non-technological problems as well as identify future contingency planning efforts.
Manages program design and structure for department's key initiatives and projects within assigned leadership division, develop strategic input for the Director regarding business objectives of clients for both current and future projects.
Partners with Operations Manager(s) to identify and develop the leadership needs and internal capacity of the department and facilitate strategic changes within project scope or assignment across the team.
Works with various departments, develops relationships with key stakeholders, and understands their departmental workflows.
Prepares and maintains accurate, coherent, timely and auditable project records and cost estimates, as applicable, within department guidelines.
Provides leadership, coordination, and support to all team members.

Education Qualifications
Master's degree in a work-related discipline/field from an accredited college or university.

Experience Qualifications
Four (4) years of progressively responsible and directly related work experience.

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities as well as possession of any required licenses or certifications is qualifying.

Required Knowledge, Skills and Abilities
Ability to act as both a thought leader and program planning expert. • Ensure accountability and responsibility for assignments and expectations of teams or individuals• Track progress for a large-scale event or project with multiple teams or individuals while managing interdependent expectations• Share team problem solving and best practices• Identify areas of vulnerabilities for mitigation and resolution• Establish goal for meetings outcomes• Identify meeting membership and invite list• List major project milestones and completion dates

Ability to communicate effectively at all organizational levels and in situations requiring instructing, persuading, negotiating, conflict resolution, consulting and advising, as well as flawless written communication.

Ability to establish and maintain effective relationships with widely diverse groups, including individuals at all levels both within and outside the organization and gain their cooperation.

Ability to plan, organize, motivate, mentor, direct and evaluate the work of others.

Ability to provide leadership and influence others.

Ability to review and comprehend written labor union contracts.

Excellent Project Management skills and able to get people to complete their assigned tasks

Ability to understand and utilize various Contingency planning tools, & data management via Smartsheet, such as:
A. Contingency Dashboard
B. Electronic timecards (badging data & Smartsheets)
C. Staffing & scheduling
D. Crossing Worker Data
E. Fill Rate Data
F. Investigate use of API/Kronos/PeopleSoft/Workday or alternate package
Knowledge of Microsoft Word, Excel, PowerPoint, Visio, Access, Project, and Outlook.

Licenses and Certifications
PMP certificate strongly preferred
