We are currently seeking a Senior Project Manager to join our team in Albany, New York (US-NY), United States (US).

The Senior Project Manager will work closely with the Project Director and State client Medicaid IT leader as the trusted partner to provide project management services supporting modernization of Medicaid Enterprise systems. The Senior PM will be responsible for developing and managing the schedule of State activities including participation in requirements gathering, review of deliverables and testing. The Senior PM will work on behalf of the State to ensure the project plan and schedule meets the requirements of the contract and coordinates with the State activities. The Senior PM will work with the State to review and validate all deliverables against requirements. The Senior PM will work directly with vendors, business partners and State employees to provide recommendations to the project team on project issues, risks and observations, while managing all aspects of the project to ensure an on time and on budget implementation.

Duties include: • Lead, manage, coordinate, and report on multiple workstreams of varying complexity over the full life cycle of the project, from origination through closeout in accordance with the Project Management Book of Knowledge (PMBOK) and/or New York State (NYS) project management guidelines and project governance• Assemble and manage cross-functional project teams and lead with minimal guidance; identify resource needs• Develop and maintain detailed project plans in order to monitor and control project scope, schedule, budget and resources to meet project objectives and commitments• Identify, develop and maintain positive relationships with Project Sponsor and stakeholders and be able to influence matrixed resources• Monitor vendor activities, including procurements, implementation, change management and operational oversight• Develop and manage communication plan for the effective flow of project information and status across multiple audiences, including the executive leadership, the project team, vendors and all stakeholders• Facilitate decision making within project team and with leadership;• Proactively identify, escalate appropriately, and manage project risks and issues, utilizing PMI methodology to conduct a root cause analysis, implementation of corrective/preventive actions, and continual process improvement• Provide regular status reports highlighting accomplishments, risks and issues to project team and senior management• Work with the administration and leadership to promote proper project management practices, including recommendations for process improvements• Review of project deliverables to ensure compliance with standards• Create and sustain a culture that encourages high performance of individuals and teams• Other duties and responsibilities as assigned by management

Required Qualifications • Bachelor's degree or equivalent experience• Minimum 8 years healthcare project management experience including experience working on large, complex systems projects

Preferred Qualifications • 6 years of Medicaid experience• Project Management Professional (PMP) Certification preferred• Knowledge the Medicaid program and MMIS support systems • Strong leadership aptitude to foster a positive work environment that considers the dynamics of physical, social, psychological, and environmental factors• Strong interpersonal skills to build client rapport and develop/discipline/reward employees• Solid analytical skills and ability to make decisions and solve problems• Excellent time management abilities• Demonstrated problem-solving and customer service skills• Strong written and verbal communication skills• Ability to work independently and manage work to a defined schedule• Experience conducting meetings, interviews and making presentations• Knowledge of CMS Medicaid Enterprise Certification Toolkit (MECT) • Knowledge of Medicaid Information Technical Architecture (MITA) and MITA State Self-Assessment components and processes• Team player and a consistent, dependable performer with an excellent work ethic, flexible "can-do" attitude, and a results-driven commitment to success• Ability to apply industry best practices and future state/federal mandates to existing systems
