The Senior Project Manager will have two roles. First, you will work with a high-profile agency in the Executive Branch and DoD Health Organizations for the majority of your time. Second, you will participate as a leader in an intrapreneurial effort currently underway at TCG during the remainder of your time.

In the first role, you will be responsible for overall project performance, including cost, schedule, deliverables, and contractual compliance. You will be managing a team primarily responsible for application development, an Atlassian technology stack, and migration efforts for multiple clients. You will call upon your superior written and oral communication skills, ability to qualitatively analyze complex federal programs, attention to detail, and ability to comprehend unfamiliar situations and provide clarity for others. This position is best suited for a person who is eager and possesses a strong work ethic as they will be expected to excel in a fast-paced environment and prove their high value to the team daily.

In the second role, you will be running a project that will create a new product, working with sales and marketing to develop the system's benefits, ensuring new customers are cared for as they come on board, and overseeing both R&D and O&M. The environment will be fast-paced and you can expect significant changes to what you do over the next 6 months. This role has significant potential and may involve the possibility of upward mobility.

For this telecommuting position, TCG is pleased to offer remote employment in the following states, AL, AZ, CO, DC, DE, GA, IL, IN, LA, MD, MI, MN, MO, NJ, NC, OH, OR, PA (excluding the City of Philadelphia), TN, UT, VA, WV, or WI.

US Citizenship and the ability to obtain and maintain a Federal government security clearance are required for this position.

RESPONSIBILITIES:

  • Provide direct oversight of an agile team providing support for development, O&M, and migration projects
  • Develop and maintain relationships with key stakeholders and make recommendations on resource needs, prioritization, and paths forward
  • Act as the day-to-day point of contact for client interaction and management; contract performance and health, and responsible for customer satisfaction
  • Manage the activities of staff including first-level managers, supervisors, subject matter experts, and/or individual contributors to ensure effective operational performance and client satisfaction
  • Actively identify and mitigate customer and project-level risks
  • Ensure contractual compliance with the client
  • Work with the client to build the project schedule and staffing requirements
  • Maintain budget and manage project costs
  • Ensure accurate and complete deliverables and quality product
  • Inform the Portfolio Manager of the project status
  • Facilitate communication between the project team and the client
  • Facilitate staff acquisition, review, and update position description, and coordinate interviews
  • Facilitate Agile Scrum ceremonies as needed
  • Participate in the development of proposals and presentations for new business materials to create and nurture business opportunities and partnerships
  • Other duties as assigned

REQUIRED SKILLS:

  • A minimum of 12 years of relevant experience or requisite experience and education in a progressively complex Project Management role
  • Project Management Professional (PMP) certification
  • Agile certification (CSM, ACP, SCM, ICAgile, CSPO)
  • At least 8 years experience in project management, with 2 years of experience overseeing Agile software development projects
  • A minimum of 3 years experience as a business analyst with skills in requirements gathering
  • A minimum of 3 years experience in personnel management and mentoring team members
  • Broad knowledge of the IT field with a proven track record in managing mid or large-scale programs
  • Excellent verbal communication skills
  • Independent problem-solving skills, strong analytical abilities, creativity, and a "helping others helps us all" personality
  • Excellent time management and ability to juggle multiple tasks under strict deadlines
  • Specific, hands-on experience with staff management, P&L accountability, business process improvement, financial planning and strategy, strategic planning, and performance management
  • Strong analytical and systems thinking skill set; ability to apply technical solutions to broad, complex problems
  • Ability to talk to clients about technology with the understanding that clients are not themselves technologists, with the political savvy to know how to frame and communicate issues
  • Experience in reporting to and building rapport with program & project team members, stakeholders, and high level government executives
  • Strong analytical and systems thinking skill set; ability to apply technical solutions to broad, complex problems

PREFERRED SKILLS:

  • Experience managing migration projects
  • Experience working with Veterans Affairs, Defense Health Agency, or Navy Bureau of Medicine (BUMED)

EDUCATION:

  • Bachelor's Degree in Computer Science, Mathematics, Engineering, Information Technology, or related preferred. Four years of experience may be substituted in lieu of a degree
