Roles & Responsibilities:

  • Execute an integration strategy across ACIO Delivery Partners and between IT and the Business stakeholders. Integration strategy should follow integrated project/delivery team model.
  • Provide support for communication across TFA 1099 Platform stakeholders to include IT and Business to cover program updates, risks and issues.
  • Document the recommended stakeholder engagement processes and establish and develop a stakeholder interaction model to facilitate engagement between the PMO, Business and IT Delivery Partners.
  • Conduct technical requirements decomposition with IT to identify and validate cross-program Program provision capabilities, integration points, requirements, and interdependencies.
  • Provide programmatic integration support to organize and manage Program to identity gaps, track action items, track milestones, and evaluate and report progress.
  • Provide continuous requirements refinement and decomposition to produce “build-to” requirements needed to sufficiently inform development efforts.
  • Establish and maintain an integrated release plan.
  • Develop and support Program release management plan.
  • Integrate and coordinate support from the Cloud Management Office (CMO) and across IT Delivery Partners to facilitate planning, execution and decision making related to Cloud capabilities and readiness (i.e., Environment coordination, NetHub External Gateway coordination, and Interagency Agreement Support to leverage Treasury GovCloud).
  • Provide direct ad-hoc support to the program’s Cloud Workstream Lead.
  • Identify and escalate risks related to Cloud and NetHub integrated planning such as stakeholder engagement and technical engagement.
  • Create and maintain program roadmaps, IMS, and reporting for Cloud implementation.
  • Develop framework, in conjunction with CMO, for dependency management (i.e., NetHub External Gateway integration).
  • Provide coordination support across the Business Units for Rapid Requirements Elicitation (RRE) and stakeholder alignment.
  • Support external reporting to organizations, such as Advisory Committee and Electronic Tax Administration Advisory Committee (ETAAC).
  • Support integration with IR Mod, Release 2 Design Team to provide analysis of architecture decision impact on TFA 1099 Platform delivery.
  • Provide gap analysis of existing proposed architecture to determine outstanding decisions.
  • Provide coordination support across impacted Delivery Partners to facilitate decisions around identified gaps Plan and facilitate architectural direction and outstanding decision discussions.
  • Develop and execute an architecture decision tracker to increase transparency and resolve outstanding decisions with leadership.
  • Continue to coordinate leadership and stakeholders planning sessions to identify start, stop, continue activities, and to encourage active conversation about successful activities across workstreams and ACIO areas.
  • Continue supporting release management and lifecycle support across remaining phases, including allocation of requirements and identification of risks, issues, dependencies, release deliveries, and groomed program backlog.
  • Maintain integration activities such as scope management as related to delivery of the Taxpayer First Act Sec. 2102 legislative mandate.
  • Update and execute production readiness approach that defines and documents how technical and schedule risks/ issues will be mitigated, around infrastructure and code deployments.
  • Support further technical analysis of existing architecture and design decisions/artifacts to identify technical gaps and conduct additional working sessions to address the gaps or determine mitigations.
  • Provide support in the development, approval process, and tracking of Program Unified Work Requests and Change Requests via the Work Request Management System.
  • Support external reporting to organizations, such as Advisory Committee and Electronic Tax Administration Advisory Committee (ETAAC). The contractor shall support integration with IR Mod, Release 2 Design Team to provide analysis of architecture decision impact on Infrastructure Investment and Jobs Act (IIJA) section 80603 (Information Reporting for Brokers and Digital Assets) delivery.
  • Maintain integration activities such as scope management as related to delivery of Infrastructure Investment and Jobs Act (IIJA) section 80603 (Information Reporting for Brokers and Digital Assets) legislative mandate.

Qualifications:

  • Bachelor’s or Master's Degree in Computer Science, Information Systems, Engineering or related field.
  • Minimum 5 years of related experience.
  • Candidates must meet requirements to obtain and maintain a Minimum Background Investigation (MBI) clearance (active Moderate Risk MBI clearance is a plus).
  • Candidates must be a US Citizen or a Legal Permanent Resident (Green Card status) for at least three (3) years, and Federal Tax compliant.
