SUMMARY OF DUTIES:

The Sr. Project Manager, Network Development, Long Distance (LD) plays a critical role in supporting the growth of Amtrak's route network, which is poised to grow dramatically as a result of the Bipartisan Infrastructure Investment and Jobs Act (IIJA). This position will support the national Network Development team which is responsible for guiding network expansion initiatives throughout the country from the early planning/project development stage, through environmental clearance, engineering design, and construction to operation. The Sr. Project Manager position will be responsible for managing multiple LD Network Development projects which may include (but not limited to): planning/environmental studies, service development plans, engineering design, construction, and new service implementation.

The ideal candidate can be based anywhere in the US as a hybrid or remote worker.

ESSENTIAL FUNCTIONS:

  • Supports Network Development VP and regional directors in managing projects.
  • Coordinate with LD Service Line, Planning, and Host Railroads on initiative requirements and schedule for entry into service. Engage with contributors across Amtrak to advance the development of LD route improvements and new LD routes.
  • Communicate with and work collaboratively with external partners and stakeholders to execute development plans. External parties include state transportation departments, Federal Railroad Administration, municipalities, transit agencies, host railroads, developers, and others.
  • Builds and maintains strong internal/external stakeholder relationships and regularly partners to achieve buy-in and execute plans. Draws upon the capabilities and resources of other departments to achieve objectives.
  • Other duties as assigned.

MINIMUM QUALIFICATIONS:

  • Bachelor's Degree in Engineering, Transportation, Public Policy, Planning, Business, Finance, or a related discipline required OR equivalent combination of training, education and relevant experience may be considered in lieu of a degree.
  • Up to 30% travel

MIMINUM KSA (Knowledge, Skills, and Abilities):

  • Ability to work in a highly collaborative team environment.
  • Strong stakeholder facilitation and coordination skills. Ability to partner with multiple stakeholders and project partners while ensuring Amtrak's strategic interests are achieved.
  • Excellent written and verbal communication skills. Excellent quantitative and analytical skills.
  • Strong leadership skills, with proven ability to build teams, and lead technically and/or politically challenging projects. Expert ability to properly structure and resource projects and programs to ensure safe, effective execution.
  • Master of collaboration, team building, and strategic alignment across all levels of both internal and external organizations and with a track record of successful and diplomatic coordination across stakeholders with competing objectives.
  • Ability to organize and present executive, board, and congressional level reports, proposals, and other related information.
  • Demonstrated experience simultaneously managing multiple projects and/or programs using appropriate tools and controls.
  • Diplomacy and collaboration.
  • Strategic thinking mindset with expert commercial acumen. Strong transportation economics skillset.
  • Advanced leadership and management skills with proven ability to motivate others; effective writing, presentation, meeting and facilitation skills; interpersonal communication; time management; and conflict resolution and investigation skills

PREFERRED QUALIFICATIONS:

  • Master's Degree in a related field.
  • Passenger rail or freight industry experience.
  • 6-9 years of Relevant experience in project management, engineering, or strategic planning functions.

COMMUNICATIONS AND INTERPERSONAL SKILLS:

Must have excellent oral and written communication skills.

The salary/hourly range is Sr Project Manager is $96,160-$124,630. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee's assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee's base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation. In accordance with federal law governing security checks of covered individuals for providers of public transportation (Title 6 U.S.C. §1143), Amtrak is required to screen applicants for any permanent or interim disqualifying criminal offenses.
