Job Details:
Job Summary: Administers all the requirements for security pertaining to a specific Cubic facility location. This position works under local supervisor however maintains direct contact to the Director of Industrial Security or security processes, controls and will be required to implement and enforce proper control and accountability of Comsec material and may assist in maintaining Standard Operating procedures. Position will support all aspects of our Comsec Program to include: safeguarding, receipt, custody, dispatch, storage, inventory and destruction of Comsec products and keying material. Assist with coordination of customer demonstrations and/or testing, and all shipments of Comsec material. This position typically works under general supervision and direction. Incumbents of this position will regularly exercise discretionary and substantial decision making authority.
Essential Job Duties and Responsibilities:
- Administers the facility DOD programs for handling and safeguarding classified and proprietary information.
- Conducts self-audits and coordinates with government and industry oversight agencies to facilitate inspections/audits of security programs and systems.
- Develops and conducts security education/awareness courses and materials.
- Investigates security violations and prepares reports detailing procedures to prelude future occurrences.
- Coordinates with government agencies to obtain authorizations, interpretations, and acceptable deviations/exceptions to regulations.
- Develops and maintains the information management system for control of classified materials.
- Provides support in personnel security clearance processing - initial requests, periodic reinvestigations, special program access, indoctrinations, and terminations.
- Maintains visitor/document control - verification of clearances and program access of all visitors, customers and subcontractors.
- Interprets, generates, develops, disseminates and implements program security requirements including personnel security, physical security, procedural documents, tempest assessment requirements, and automated information system procedures.
- Assists government/customer security representatives in the performance of security reviews/interviews.
- Assures along with Corporate Communications that (classified or unclassified) information on designated programs is not released for public dissemination except as provided by the industrial Security Manual or unless it has been approved for public release by appropriate U.S. Government authority.
- Maintains an automated classified document accountability system and conducts inventories of all classified documents in compliance with government and customer requirements.
- Investigates security infractions and provides timely reporting of incidents, loss, compromise or suspected compromise, follow-up, and corrective actions affecting the national security of various programs.
- Serves as the classification management administrator generating classification guidance to employees, consultants and subcontractors, issuing Department of Defense Contract Security Classification Specification DD Forms 254's and tracking DD form 254's issued and received for all Department of Defense (DOD) programs.
- Prepares self- inspection checklists and reviews/updates procedural/training manuals to ensure that the security posture of the Cubic security program is compliant with Department of Defense (DOD) regulations.
- Ensures Electronic Equipment Emission Security (EMSEC), Operation Security (OPSEC) and Automated Information (AIS) requirements are followed.
- Provides assistance to Cubic Program Managers on all matters related to the security of various government/customer programs.
- Provides security oversight as the COMSEC/Alternate Custodian for the operation and accountability of all COMSEC equipment, keying material, Cryptographic Controlled items (CCI) and in-process procedures. Primarily responsible for all COMSEC related functions including ordering, receiving/dispatching COMSEC equipment, maintaining DIAS database, accountability, storage, and internal audit for compliance.
- Responds to after-hour alarms and emergency conditions as needed.
Minimum Job Requirements:
Four year college degree in Business administration, or equivalent experience; additional courses in government security preferred, plus four years of experience handling Comsec equipment, materials and information, and interpreting program policies and manuals. Must be able to obtain and maintain a DOD security clearance. Demonstrated understanding and proven application of security principles, concepts and practices. Experience with classified documents and related functions, visitor control, document control, and classified contracts required. Excellent computer skills including proficiency with the Microsoft Office Suite products. Working knowledge of the National Industrial Security Program Operating Manual (NISPOM), NSA/CSS 3-16 policies. Capable of preparing for approval, security related procedural plans, written report and statistical data as necessary and delivering security education briefings to a diverse audience. Working knowledge of DIAS. Ability to manage multiple tasks simultaneously utilizing strong project management skills. Ability to work well under pressure and perform effectively during unexpected events. Must complete Cosmic Custodian Training Course (ND-112) within 6 months of hireKnowledge of Security Data Management systems is a plus. Familiarity with electronic data transfers (secure and non-secure) desired. Current Security clearance is desired. Must be familiar with security disciplines such as visitor control, clearance processing, physical security, file maintenance, access control, Comsec handling and basic security doctrine. You will Interface with DSS, government customers and Contractor personnel as required.
