Job Description

GST seeks a Senior Systems Engineer to support the NOAA Sensors program. NOAA/NESDIS/STAR develops and maintains algorithms, software, and services to create products from remote sensing data collected from NOAA and non-NOAA missions. GST seeks a systems engineer to work as a member of the NOAA STAR team to implement systems engineering processes. The technical processes include stakeholder requirements definition, requirements analysis, data analysis, architecture design, implementation, integration, verification, and transition.

This position is at the STAR headquarters offices in College Park, MD, and is approved for a hybrid work schedule of onsite and telework.

Position Summary:β€’ Implement systems engineering processes for technical planning, configuration management, interface management, technical data management, requirement management, risk management, and decision analysis by best practices and applicable standards.β€’ Identify and solve functional issues, design systems engineering solutions, and translate functional business requirements into technical requirements.β€’ Elicit, define, and negotiate requirements and associated interface agreements for access, delivery, and storage of remote sensing data and associated environmental data, based on existing system capabilities and following system operations concepts, long-term architecture goals, and relevant standards.β€’ Schedule development and managementβ€’ Maintain system documentation.

Required Education/Experience/Skills:

  • INCOSE certification at the CSEP ESEP level
  • Bachelors degree in Systems Engineering or engineering-intensive discipline with 10 years of professional experience.
  • Equivalent experience and graduate degrees may substitute for a degree.
  • Scientific, engineering, and technical skills to understand and analyze system problems, define potential solutions, and conduct in-depth engineering analysis, assessments, and cost benefit trade studies and explain the results of technical studies in a systems engineering context do decision-makers
  • Knowledge and background with architecture, systems and subsystem requirements, systems engineering processes, maintenance, and tracking of CONOPS
  • Experience with configuration management.
  • Experience in developing functional and technical requirements
  • Experience developing system architecture products
  • Excellent verbal communication skills - ability to communicate with scientists to understand their product requirements
  • Ability to communicate clearly and to present materials to large review teams.
