PURPOSE: The Senior Talent Acquisition Manager will lead day to day operations of the recruiting department ensuring demand is met while developing processes and systems to support a great candidate experience. The Sr. Talent Acquisition Manager will be expected to lead and mentor the team as well as foster a positive environment that encourages collaboration. As needed, the Sr. Talent Acquisition Manager acts as Lead Recruiter providing full-cycle recruiting coverage for specific openings.

JOB DESCRIPTION (DUTIES AND RESPONSIBILITIES)

Leadership:

  • Lead the team to develop and execute recruiting strategies, recruitment marketing plans, and ensure full utilization of recruitment technologies such as the ATS, CRM, LinkedIn and other recruiting tools
  • Responsible for leadership of recruiting team including performance management, career development and other regular communications
  • Develop a culture of innovation and process improvements
  • Establish data driven performance measures to drive accountability

Build Relationships:

  • Build collaborative partnerships across HR and other functional areas that support the recruitment process
  • Partner with HR team and business leaders to ensure proper planning and execution of recruitment strategies
  • Work with hiring leaders to foster relationships and build trust
  • Develop and lead quarterly business reviews

Recruitment&Selection:

  • Manage resources to provide high service levels for business customers and candidates
  • Maintain up-to-date knowledge of strategic business plans and the likely impact on recruiting needs
  • Design, plan and execute employer branding activities
  • Advise business managers on active and passive recruiting options to identify high caliber candidates
  • Adapt search criteria and methodologies to changing needs of internal and external clients
  • Implement new sourcing methods
  • Provide expert guidance and training to recruiting team and hiring managers
  • Develop and revise recruiting policies and procedures; communicate and clarify as required to candidates, team and hiring managers
  • Build the company's network through relationships with HR professionals, universities and other partners
  • Liaise with external recruitment agencies, negotiating rates and agency agreements
  • Ability to close executive candidates and negotiate compensation packages

Compliance & Reporting:

  • Develop analytics that provide data driven insights to help make better decisions
  • Create & distribute weekly, monthly and quarterly updates
  • Provide OFCCP compliant hiring guidance to maintain legally compliant and sound recruiting practices
  • Ensure recruiting practices and resources are in place for compliance with minority, female, disability, and veteran recruiting goals
  • Identify areas of underutilization and take action to increase outreach efforts for specific categories of employment
  • Counsel and train hiring managers in fair hiring employment practices

Finance & Operational Planning:

  • Forecast & routinely monitor recruitment budget
  • Set realistic and appropriate recruiting department targets

Project Management:

  • L everage creativity and pragmatism to design, develop, and deploy, processes and programs to deliver on business requirements and ensure an exceptional candidate experience
  • Oversee and lead a portfolio of talent acquisition projects aimed at continually improving recruitment processes
  • Manage program/project charters including vision, governance model, high-level scope, goals, benefits, risk/issue management, change management and success metrics
  • Assumes additional responsibilities as needed or directed in support of the Company's 2025 Strategy.

BASIC REQUIREMENTS

  • Bachelor's Degree in a related field required; Master's Degree in a related field desired
  • Certified Recruiter training such as Certified Personnel Consultant (CPC), AIRS Professional Recruiter (PR), Certified Internet Recruiter (CIR), AIRS Certified Diversity Recruiter (CDR) preferred
  • Minimum of 7 years results-oriented leadership experience in talent acquisition preferably in Sales, Corporate and/or Executive recruiting including work history directly managing a team of recruiters is required
  • Minimum of 10 years of Talent Acquisition experience
  • Experience leading both virtual and on-site teams in a talent acquisition function preferred
  • Demonstrated, advanced capability and use of an ATS (Applicant Tracking System), CRM (Client Relationship Management System) or TMS (Talent Management System) software required; experience with SuccessFactors preferred
  • Advanced knowledge and familiarity with use of social networking sites for recruitment purposes
  • Prior experience leading recruiting within a federal contracting environment with knowledge of OFCCP regulations strongly preferred; full-cycle corporate or agency recruiting knowledge considered
  • Experience supporting recruiting programs such as university/college outreach and DE&I recruiting initiatives a plus
  • Ability to own and drive complex, strategic solutions, be accountable for execution and outcomes, and make impactful decisions
  • Strong written and oral communication skills as demonstrated through a history of communications with hiring managers, independent ability to successfully negotiate offers with candidates, and history of training both team and hiring managers in best recruiting practices
  • Ability to think both strategically and tactically
  • Experience influencing leaders and driving decision-making in a complex organization
  • Proven stakeholder management, project management, and change management skills
