Summary
THIS IS A ND NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
Military membership is NOT required.
This ND National Guard position is for aSEXUAL ASSAULT PREVENTION AND RESPONSE (VICT ADV) (SAR WF), Position Description Number T5667000 and is part of the ND JOINT STAFF, National Guard.

- Federal employment suitability as determined by a background investigation.
- May be required to successfully complete a probationary period.
- Participation in direct deposition is mandatory.
- You must be able to obtain and maintain a secret security clearance.
- This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
- Required to obtain and maintain receive the DoD mandated Defense Sexual Assault Advocate Credentialing Program (D-SAACP) certification and maintain certification through meeting annual continuing education training requirements.
- This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless approved by the TAG.
- May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments.
- May occasionally be required to work other than normal duty hours; overtime may be required.
- Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
Qualifications
QUALITY OF EXPERIENCE
Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience and/or training must show possession of the knowledge, skills and abilities needed to fully perform the duties of the position.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions including Individual Occupational Requirements (IOR) for Social Science Series 0101.
You must also possess the experience, training or education to support your claim for the competency statements listed within the assessment questionnaire. Refer to "How you will be Evaluated" section of this announcement.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: A Bachelor's degree (or higher degree) in social science; or related disciplines appropriate to the position; NOTE: You must submit a copy of your transcripts.
OR
Combination of education and experience that provided the knowledge of one or more of the behavioral or social sciences equivalent to a major in the field (e.g. counseling, psychology, etc.). The quality of the combination of education and experience must be sufficient to demonstrate the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field.
OR
Four years of appropriate experience that demonstrated the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. Applicants may meet minimum qualification requirements through experience equivalent to a 4-year degree.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Possess 1-year specialized experience equivalent to at least the next lower grade level in the field for which applying. Specialized experience is defined as the experience, education or training in 1) applying knowledge of a wide range of social science and social work principles, concepts, and practices relating to victim advocacy and prevention of and response to sexual assault/sexual harassment; 2) Using a knowledge of laws, regulations, executive orders, issues, etc., to include the Federal or military management policies, methods, and practices relating to sexual assault/harassment victim advocacy, and related interpersonal violence; 3) Conducting training/seminars on sexual assault/sexual harassment; 4) Applying tact and diplomacy during interactions with internal and external officials during difficult and sensitive circumstances and to establish and maintain effective working relationships with organization and individuals to identify, establish, modify and provide victim support/assistance;and 5) Employing various methods and techniques typical of a sexual assault/sexual harassment victim advocate program, including crisis intervention, situational assessment, and analyzing the needs of the victim to provide support and/or assistance to them in the resolution of complex problems.
OR
EDUCATION: Successfully completed at least three (3) years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a major directly related to the position of Violence Prevention Integrator. This education was received from an accredited University, College, etc. NOTE: You must submit a copy of your transcripts.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience that provided the applicant with knowledge of one or more of the social sciences equivalents to a major in the field; may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
You must also possess the experience, training or education to support your claim for the competency statements listed within the assessment questionnaire. Refer to "How you will be Evaluated" section of this announcement.
Part-time or unpaid experience: Credit will be given for appropriate unpaid work on the same basis as for paid experience. Part-time experience will be credited on the basis of time actually spent in appropriate activities. To receive credit for such experience you must indicate clearly the nature of the duties and responsibilities in each position held and the number of hours per week spent in such employment.
Education
IF USING EDUCATION TO QUALIFY: If position has a positive degree requirement or education forms the basis for qualifications, you MUSTsubmit transcripts with the application.
