In support of the U.S. Navy Surface Type Commander(TYCOM) mission, the contractor shall furnish
technical and management support to COMNAVSURFPAC and COMNAVSURFLANT. Specific tasks include:
1) Review and analyze government provided fielding plans, government databases,proposed ships
baselines changes, and coordinate with Product Delivery Program Managers and ship's force
representatives to ensure changes to ships' baselines are integrated and meet TYCOM mission
requirements. Basic contract ref. C.2.2(3)(d).
2) Track and coordinate a11 TYCOM owned Combat Systems and equipment alterations/ Alteration
Equivalent to Repair (AER) scheduled for completion during each calendar quarter.Basic contract
ref. C.2.2(3)(d).
3) Participate with TYCOM representatives at the weekly Fleet C51 planning conferences and
monthly Foiward Deployed Nava I Forces (FDNF) C5I readiness conferences in order to properly
monitor advance planningforCanier Strike Group (CSG) and Amphibious Ready Group (ARG)
configurations. Provide feedback reports to the TPOC no later than 5 working daysaftertheevent.

4) Track, coordinate, monitor, provide status reports and de-conflict all C51 installations,
performed by AIT, onboard TYCOM ships, to include attending Fleet Commander Quarterly Scheduling
Conferences. Interpret and utilize ship schedules for use in coordination and formulation of
endorsement and approval correspondence. Basic contract ref. C.2.2(3)(g).
5) Provide subject matter expertise to develop and review instructions in support ofC5I systems,
equipment maintenance and modernization. Basic contract ref. C.2.2(3)(c).
6) Utilize the Navy Data Environment (NDE) database and the Navy Regional Enterprise Messaging
(NREM) system to analyze, research, coordinate and draft messages for C5I systems and equipment
related to Navy Modernization Process (NMP) regarding various requests and offers such as, Software
and Hardware Insta Ila tion, Risk Assessments, Late Additions, SECNAV WAIVERS/Memorandum For the
Record (MFR) and Emergent requests. Basic contract ref. C.2.2(3)(e).
Minimum five (5) years' experience in U.S. Navy shipboard C51 system installation execution management and oversight to include C5I legacy system maintenance and L Cycle support. For alterations identified by the Force C5I Modernization Officer and their Deputy, the contractor will:
Review and analyze planned installations for each ship providing recommendations on sequencing and efficiencies.
Attend availability milestone, production, and ad hoc meetings as required by the installation execution manager.
Maintain database of TYCOM alterations.
Generate draft policy documents for TYCOM alterations.
Generate fleet messages that provide direction on TYCOM alterations.
Maintain fielding plans and update as required.
Maintain program schedule Gantt charts as directed.
As directed, research commercial off the shelf equipment that may be used in TYCOM alterations.
1. Track completion of TYCOM alterations by Ship's Force and outside activities
