SOF National Capital Regional Project Leader
Job Description
The MITRE Special Operations Department (N252) is seeking a technically deep and operationally oriented Project Leader for the Special Operations Forces (SOF) work program in the National Capital Region (NCR) as it grows in impact and pivots to meet challenges in mission associated with a shift to Great Power Competition. N252 operates across a globally integrated team, and partners closely with other MITRE departments supporting the United States Special Operations Command (USSOCOM) Headquarters, Joint Special Operations Command (JSOC), the Service Component Special Operations Commands (SOCs), and the Theatre Special Operations Commands (TSOCs). We work with the SOF Community to reduce risk; impact mission success; and help ensure the safe return of operators.
Roles and Responsibilities:
Lead and oversee MITRE's work for Special Operations Forces located in the National Capital Region. Qualified candidates will have a strong special operations, defense, and intelligence background with demonstrated technical experience in advancing operational mission capabilities. Selected candidates will partner closely with the Special Operations Department leadership team, as well as the other strategic elements within MITRE, to work as a unified team in support of SOF to help lead the development of tactical, operational, and strategic technological solutions and needs for the SOF community. Candidates must be able to work collaboratively with an integrated, federated MITRE team demonstrating strong teamwork and cooperation with Intelligence, Joint & Services, MITRE Labs, public sector, and other programs. The selected individual will be expected to work closely with military and civilian experts from across SOF and other parts of the United States Government (USG) to address critical mission needs; provide options which anticipate operational needs; and identify relevant emerging methods that address SOF mission challenges.
Selected candidates will demonstrate the following:
- Strategic Leadership. Define and guide strategic objectives and daily execution of support to SOF in the NCR. Ensure FFRDC appropriate impactful tasks are defined, and meaningful data driven products are developed in a timely and relevant manner. Proactively and closely partner with SOF PLs to deliver seamless, holistic, and strategic impact to SOF. Actively collaborate with other projects supporting related sponsors to ensure maximum value and impact across MITRE's sponsors.
- Domain/Technical Competence. Demonstrate strong familiarity in one or more of the following areas: (1) SIGINT/ELECTRONIC Warfare, (2) Special Communications, (3) Signature Management, (4) Operational Cyber Effects, (5) Sensitive Activities Operational Planning, (6) Information Operations.
- Interpersonal Skills. Deliver strong leadership and develop a team that partners closely with both senior military leaders and action officers to identify operational and engineering challenges, potential solutions, and communicate project goals and impacts clearly and effectively.
- Collaboration. Cultivate a project team environment that develops robust network of MITRE and other professional connections to engage and collaborate with engineers and planners, subject matter experts, specialists, and defense acquisition professionals. Continue to leverage a pipeline of MITRE technical expertise from the Labs, capabilities from the MITRE Platforms, and transitioned R&D from the MIP into project delivery.
- Senior Sponsor Experience. Comfortably and respectfully engage with both US and foreign nations' senior military leaders and engineers as well as commercial executives and managers.
- Flexibility and Suitability. Be able to modify and alter course as the environment and sponsor priorities shift. Understand the power of reach-back and be an effective conduit to bring the talent forward to execute at the right time. Operate within SOF culture and sensitive activities boundary conditions.
Minimum Qualifications:
- 10+ years of related experience with a Bachelor's degree; or 8 years and a Master's degree; or a PhD with 5 years' experience; or equivalent combination of related education and work experience.
- Active Top Secret/SCI clearance and ability to maintain sponsor network access.
- BS in a technical discipline, such as Engineering (Mechanical, Electrical, Aerospace, Manufacturing, Computer), Physics, Statistics, Mathematics, Information Technology, Computer Science, or related fields; or BA in International Relations, International Security, Management, or similar fields
- Demonstrated previous team leadership experience.
- Strong oral and written communications skills
Preferred Qualifications:
- Experience as a Project Lead for USG sponsors, including experience with internal business systems, property management procedures, and unique security constraints.
- Demonstrated success leading capability development projects and transitioning operational prototypes to the SOF community.
- Effective and influential oral communications skills
- Demonstrated experience and understanding of the specialized mission needs and relevant technical solutions in highly constrained operational environments
- Demonstrated experience identifying and closing capability gaps between sponsor Agencies
- Master's degree in related field
- Five years' experience in Special Operations Forces
- Demonstrated capability for strategic planning and ability to provide actionable plans to government sponsors.
