Changeis, Inc. is an award-winning 8(a) certified, woman-owned small business that provides management consulting and engineering services to the public sector. Changeis' work has resulted in the successful execution of numerous programmatic initiatives, development of acquisition-sensitive deliverables, and establishment of a variety of long-term innovative strategic priorities for its customers. A Federal Agency Office of Human Resources is seeking business management support, including development and maintenance of business plans, business decision-making, acquisition/contract management, strategic planning, information technology, data analytics, and knowledge management.

The software developer will work in collaboration with the Office of Human Resources to design, develop, implement, and maintain software solutions tailored to the needs of our federal agency. The objective for the software developer role is to establish and sustain a robust collaboration with the Federal Agency's clientele. This involves the creation and continuous enhancement of value-driven software products and services tailored to satisfy customer demands.

Roles and Responsibilities

• Analyzing requirements and collaborate with Human Resources specialists, project managers, and stakeholders to align software requirements with federal human resources management needs and regulations.
• Developing software, writing, modifying, and refining code using industry-standard programming languages. Ensure compliance with governmental security, accessibility, and other pertinent standards.
• Testing and ensuring Quality Assurance by conducting comprehensive tests and applying rigorous methodologies to ensure that the software meets the highest quality standards, including federal guidelines for privacy, data integrity, and security.
• Documenting system specifications by creating and maintaining essential documents such as system specifications, design blueprints, user manuals, and compliance reports. Align all documentation with federal requirements for precision and clarity.
• Collaborating with interdepartmental teams by fostering collaboration with various federal offices and departments. Serve as a liaison between IT and Human Resources, ensuring synergy, coherence, and alignment in the software solutions within the framework of federal guidelines and objectives.

Requirements

• 8+ years of experience in software development.
• Ability to develop in Microsoft (MS) SharePoint; MS Power Apps; MS Power Automate.
• Ability to develop and translate business requirements into applications including Amazon Web Services (AWS) cloud services. 
• Ability to develop process automation tools.
• Skilled in process improvement and principles of good systems design.
• Support for an Agency Accountability Review Board and no code, low code requirements.

Preferred

• Active AWS Developer certification
