- Professional Software Engineering Master (PSEM)/ Certified Software Development Professional (CSDP) or with COR approval complete a vendor/platform specific certification: Microsoft role-based certifications, Microsoft Certified Application Developer (MCAD), Microsoft Certified Database Administrator (MCDBA), Red Hat Certified Architect (RHCA), Red Hat Certified Professional (RHCP), CISCO Certified Network Professional (CCNP), CISCO Certified Design Professional (CCDP), Oracle Certified Professional (OCP), VMWare Certified Professional (VCP), Cloud certifications, such as Amazon Web Services (AWS) Certified Solutions Architect - Professional or Microsoft Certified: Azure Solutions Architect Expert. Individuals are required to hold and maintain valid Cyber Security Work Force (CSWF) baseline credentials.
SUMMARYNTCSS is a suite of applications supporting Navy and Marine Corps supply and maintenance activities in a common computing infrastructureDevelopment, maintenance, and sustainment of the Naval Tactical Command Support System (NTCSS) Provide engineering expertise to continually analyze system concept, system design, interoperability, and provide recommendations for optimization to include enterprise system engineering and sustainment support. Lead system engineering services to include requirements engineering, design engineering, technical studies and evaluations, software development, System Design Reviews, Architectural views, engineering and technical documentation, technology refreshment, sustainment development, and virtualization operations.

JOB DUTIES AND RESPONSIBILITIES
- Assist in the execution of the NIWC Atlantic Systems Engineering Technical Review (SETR) process framework: System Requirements Review (SRR), System Functional Review (SFR),
- Critical Design Review (CDR), Test Readiness Review (TRR), and Release Readiness Review (RRR) for project work in support of the Business IT systems and programs.
- Identify and implement standards and a common service architecture that drives commonality and interoperability of products and services.
- Develop strategies to incorporate best practices early in product design that will facilitate installation, operation, sustainment and training.
- Integrate cloud technologies where appropriate to drive efficiencies and improve security.
- Optimize new system development, testing, integration, and installation times through process improvements, best practices, the use of technology solutions, and automation.
QUALIFICATIONS

Education, Background, and Years of Experience
- Master's or Bachelor's degree in Computer, Electrical or Electronics Engineering or Mathematics with field of concentration in computer science; Software Engineering or computer related degrees (preferred).
ADDITIONAL SKILLS & QUALIFICATIONS
Required Skills
- Ten (10) years with Masters or 14 years with Bachelor's degree of experience in computer design, software design, development, and testing of computer networks.
- Specific Experience: Five (5) years of technical experience in support of a DoD Business IT supply, logistics, maintenance, and/or personnel administration system for aviation, afloat or shore activities. Experience with Cloud technologies, executing Agile software methodology and principles, development methods, continuous development and system integration, and automated testing is preferred. Experience may be achieved simultaneously.
WORKING CONDITIONS
Environmental Conditions
- Government or Contractor site with 0%-10% travel possible. General office environment. Work is generally sedentary in nature but may require standing and walking for up to 10% of the time. The working environment is generally favorable. Lighting and temperature are adequate, and there are not hazardous or unpleasant conditions caused by noise, dust, etc. Work is generally performed within an office environment, with standard office equipment available.
Strength Demands
- Sedentary - 10 lbs. Maximum lifting, occasional lift/carry of small articles. Some occasional walking or standing may be required. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.
