ITS Vice Presidency Context:

Information and Technology Solutions (ITS) enables the WBG to achieve its mission of ending extreme poverty and promote shared prosperity in a sustainable way by delivering transformative information and technologies to its staff working in over 150 locations.

Our vision is to transform how the Bank Group accomplishes its mission through information and technology. In this fast-paced, ever-changing world, the formulation and implementation of the ITS strategy is an ongoing, iterative process of learning and adaptation developed through extensive consultations with business partners throughout the World Bank Group.

ITS shapes its strategy in response to changing business priorities and leverages new technologies to achieve three high-level business outcomes: business enablement, by providing Bank Group units with innovative digital tools and technologies to transform how they deliver value for their clients; empowerment & effectiveness, by ensuring that all Bank Group staff are connected, able to find information, and productive to accelerate the delivery of development solutions globally; and resilience, by equipping the Bank Group to provide risk-based cybersecurity and robust data protection for a global network and a growing cloud platform.

Implementation of the strategy is guided by three core principles. The first is to deliver solutions for business partners that are customer-centric, innovative, and transformative. The second is to provide the Bank Group with value for money with selective and standard technologies. The third principle is to excel at the basics by providing a high performing, robust, and resilient IT environment for the organization.

The External Solutions (ITSES) is a unit within the Operations & Corporate department (ITSOC) that provides state-of-art information and technology applications to support communications with external audiences, donors, member counties and other key stakeholders. The unit focuses on modernizing the Bank's digital engagement with the public, external clients, partnerships, and other stakeholders; as well as on managing the Bank's development data resources and geospatial solutions. This includes support for the external website, Open Data, and more. We work with our clients to design solutions that help enable client responsiveness, improve organizational effectiveness, and manage risks. We are committed to delivering business solutions that deliver value for money while we continue to excel at the basics. And we contribute to providing the Bank with an integrated digital platform that connects policies, processes, people, and knowledge across the institution in a holistic and staff-centric manner.

The External Solutions (ITSES) is looking for a Product Manager to support the daily technical operations of partnership agencies (e.g. GEF and CGAP) and critical institutional platforms and initiatives for Corporate Secretariat focusing on external stakeholders. The candidate will work closely with business sponsors, solution architects, project managers and developers with an emphasis on strengthening the client centric service delivery for the related business areas, within the context of best practices in enterprise architecture, modern sourcing techniques, modular design of solutions, and appropriate integration of IT services or platforms.

We are looking for an individual who will bring a sense of client and product obsession to the team and who will make continual efforts to ensure that our solutions meet client expectations and deliver customer value and satisfaction.

Responsibilities

The Senior IT Officer, Business Solutions is primarily responsible for all technical systems and platforms supporting external presence of World Bank organizations (IBRD, IDA, IFC, and ICSID) and Partnerships agencies. Plus, all technologies and solutions supporting the World Bank in digital communications and collaborations with external stakeholders, governors, and Annual/Spring Meetings participants. They are responsible for:

• Serves as technical expert on the team, implements on complex projects with less specificity and direction

• Architect and Design scalable solutions using Adobe Experience Manager (AEM)

• Develop, implement, and configure web content management solutions using Adobe Experience Manager, Adobe AEM Forms, Adobe AEM Assets, and/or technologies such as Java, HTML/DHTML, XML, JavaScript, and web services

• Contribute to strategic planning meetings and provide guidance and expertise on system options, risks, and impacts.

• Design and optimize business processes and integrate those processes across various systems.

• Create and integrate content-driven applications on top of AEMs core platform and integrate with Azure and other solutions

• Integrate websites with web analytics and campaign management tools

• Assist clients in achieving strategic digital business objectives through technology solution implementation

• Document knowledge and best practices around AEM platform capabilities

• Provide technical direction and mentorship to junior members on the team

• Investigate and propose strategic fits for virtualization, consolidation, and rationalization solution opportunities within the infrastructure or business

• Propose changes to the technical design solutions as applicable

• Collaborate with internal stakeholders to deliver solutions with highest business value

• Evaluate and align strategic fit solutions across platforms and solutions specific to system hardware and software technologies

• Participate in and provide consulting to delivery teams on AEM design development, integration opportunities as it relates to the overall worldbank.org and ifc.org ecosystems

• Prepare DevOps strategy and manage its implementation

Selection Criteria

• Master's degree in computer science, Engineering, Mathematics, Information Systems, or relevant discipline with a minimum of 8 years relevant experience with a proven track record of successfully delivering global and highly scalable customer-facing digital products and capabilities OR equivalent combination of education and experience.

• 8+ years of experience leading complex Adobe AEM implementation projects from design (architecture) through implementation and delivery.

• 8+ years of experience in implementing Web application, Web Content Management (WCM) solutions using AEM platform.

• Experience in AEM component development, workflow development and integrating AEM with other applications.

• 8+ years of experience in using and integrating the broader Adobe Experience Cloud stack (i.e. Assets, Analytics, Launch, Target, Campaign, etc.)

• Hands on experience with Cloud technologies e.g. Azure and AWS

• Experience with Java concepts and patterns including Java/J2EE, JSP, Spring, Sling, JMS, JUnit, MVC, Eclipse, Maven

• Understand the big picture as well as dive into individual components

• Able to take personal ownership and accountability to meet deadlines and achieve agreed-upon results, and has the personal organization to do so

• Partner cross-functionally with other teams to achieving common goals

• Systems Thinking: Plans improvements that take into account the critical, underlying and less apparent relationships between business, technology and systems platforms.
