This job profile is for a Solution Train Engineer IT Project Management Senior Advisor, which is a Band 4 Senior Contributor Career Track Role.

The Solution Train Engineer (STE) drives Solution-level continuous delivery by facilitating and aligning work of all Agile Release Trains (ARTs) in the Solution Train. Similar to Release Train Engineers (RTEs) at the Program layer, STEs escalate impediments and help manage risk for the Solution Train.

The Lean Agile IT Portfolio Organization provides oversight to portfolio level value-driven governance for lean agile delivery across the Government portfolio. The position will play a crucial role in ensuring that all Business and Technical portfolio deliverables are coordinated across Cigna Systems and are aligned to the Individual and Family Plan and Cigna Supplemental Business strategy, meeting short/long term needs and value expectations.

Key Responsibilities:

• Facilitate and support the work of the Agile Release Trains (ARTs) in the Solution Train
• Manage and optimize the flow of value through the Solution Train using various tools
• Facilitate Pre- and Post-Program Increment (PI) Planning to coordinate and integrate the outcomes of PI Planning across ARTs
• Aggregate Program PI Objectives into Solution PI Objectives
• Facilitate any necessary communication between delivery groups within a Value Stream
• Facilitate the Solution Sync and follow up on action items and risks
• Facilitate the Solution Demo, as well as present the findings to the ARTs
• Encourage collaboration between System Architects and Solution Architects, User Experience, and Engineers
• Facilitate the Solution Demo
• Manage, track and escalate impediments, risks and dependencies across ARTs for the Solution Train
• Help with strategy and execution alignment working with Solution Management, Product Management, and stakeholders
• Partner with Technical leaders to build and maintain a rolling technical portfolio ensuring future delivery targets continuously adjust to meet the maintenance of strategic investments
• Ensure the Business, Technical, and externally funded portfolios are aligned and forecasted to meet financial targets
• Financial coordination and support of decentralized program execution
• Encourage and facilitate Solution-level continuous integration and communities of practice for Quality, Engineering, SAFe, Agile, and Lean
• Drive continuous improvement via Inspect and Adapt (I&A) at the Large Solution layer

Required Experience/Qualifications

• 10+ years of experience managing large, cross organizational projects
• 5+ years of experience in an agile / scrum environment with a demonstrated appreciation for large enterprise standards
• Proven track record of managing across-functional process or IT delivery team in a large Enterprise environment
• Well versed with Scaled Agile Framework's Portfolio Management methodology
• Excellent written and verbal communication and analytical skills
• Experience working in a geographically distributed and culturally diverse work-group
• Knowledge and experience using Clarity PPM, Jira, Confluence, MS Excel, PowerPoint, and SharePoint

• Proven experience managing effective IT governance in agile delivery
• Experience delivering large budget IT initiatives
• Able to communicate ideas to both technical and non-technical audiences
• Strong ability to design and implement dashboards; ability to analyze data and present it in a way that tells a story
• Comfortable with ambiguity, can handle the unexpected with flexibility
• Exceptional interpersonal and communication skills, both oral and written.
• Ability to work with a collaborative approach and build trust with others

This role is WAH/Flex which allows most work to be performed at home. Employees must be fully vaccinated if they choose to come onsite.

For this position, we anticipate offering an annual salary of 111,500 - 185,900 USD / yearly, depending on relevant factors, including experience and geographic location.

This role is also anticipated to be eligible to participate in an annual bonus plan.
