Telework Schedule
Like all positions within the OIG, this is a hybrid-telework position, combining virtual work with in-person work. The in-person component involves attendance at the OIG office, located within the NRC Headquarters building (free garage parking), at least three days per week, that is, at least six days per two week pay period, subject to revision by the Inspector General. There is flexibility as to which in-person days are chosen. The person selected for this position will be required to relocate to the Washington, DC metropolitan area within 120 days after accepting the position if residing more than 50 miles from NRC headquarters.

Time and Grade Requirements
You must meet the qualifications for this position no later than 30 days after the date you submit your application and before placement in the position.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.  In addition, Investigators must have experience conducting criminal and/or administrative investigations in one or more of the following areas:

  • Misconduct Investigations
  • Engineering
  • Physical Science
  • Contracts
  • Program Fraud

Specialized experience is experience and training that equipped you with the ability to conduct investigations and/or inspections of allegations to determine violations of laws, regulations, and/or procedures. Specialized experience also includes the ability to prepare concise and accurate reports of investigations, inspections, and/or allegations.

The ideal candidate should possess the following: 

  1. Thorough and broad knowledge of Federal criminal laws and investigative techniques and procedures in order to conduct professional investigations of violations of those laws or irregularities within the jurisdiction of the NRC OIG.
  2. Demonstrated experience in the collection, preparation, documentation, analysis and preservation of physical and documentary evidence.
  3. Demonstrated experience in conducting complex investigations and preparing concise and accurate written summaries and reports and analysis of investigations in line with good investigative report writing techniques.
  4. Demonstrated knowledge of applicable administrative policies, practices and procedures within the Federal Government and the NRC.
  5. Demonstrated ability to establish and maintain effective working relationships with NRC personnel, private industry, law enforcement personnel, Congressional personnel, and other personnel.
  6. Demonstrated ability to prepare written investigative summaries and reports that are accurate, understandable, thorough, clear, and objective.

Education

While there is no degree requirement for this position, a Bachelor's degree or higher is preferred.

Training Requirements for the 1811 Series:
The Nuclear Regulatory Commission's Office of the Inspector General (NRC OIG) will not sponsor candidates for the Federal Law Enforcement Training Center (FLETC) Criminal Investigator Training Program (CITP). Candidates who lack the specialized training required for the 1811 position may not receive full consideration.

While possessing criminal investigator training is not mandatory for candidates entering the Criminal Investigator 1811 series, it is a requirement for this advertisement as mandated by the NRC OIG Investigations Division. All Special Agents (1811s) must undergo this specialized training soon after entering the position.

Exceptions to CITP Training Requirements:
Candidates with training from similar investigator training programs may request exceptions to the FLETC CITP certification by providing their training transcript for consideration by the Inspector General. This technical training must meet agency standards. Failure to meet this requirement will result in application disqualification

Additional information

  • Candidates are subject to the maximum age of original entry into law enforcement positions with this agency, which is 37, unless they have previous service in a Federal civilian law enforcement position covered by special law enforcement retirement provisions or are a preference-eligible veteran.
  • If selected for this position, you will be required to carry and use a firearm. Maintaining firearm proficiency is mandatory.
  • You must also successfully complete a pre-employment medical evaluation. 
  • This position is covered by Law Enforcement Officer 6c Retirement benefits. 
  • This is a primary law enforcement position.
  • This position is eligible for Law Enforcement Availability Pay (LEAP). Special Agents must work an average of 2 hours of unscheduled duty in excess of each regular workday to be eligible for LEAP, which is 25% of the annual base pay.
  • New federal employee's will be required to successfully complete a trial period.

A transferable security clearance from another agency or a background investigation leading to a clearance is required for all new hires.  To begin work at the NRC without a security clearance, you must be granted a temporary waiver of the required clearance, referred to as a 145(b) waiver.  To be eligible for a 145(b) waiver you will need a favorable education verification, reference, credit, and criminal history checks.  If a wavier is granted, the successful completion of a background investigation and favorable adjudication is required for continued employment.  If you have resided outside the U.S. for an extended period of time, the agency may not be able to (1) grant the 145(b) waiver where the required investigation cannot be completed in a timely manner, or (2) achieve timely completion of the background investigation required for a security clearance.

The NRC is a zero-tolerance agency with respect to illegal drug use.  Individuals selected for this position will be subject to pre-appointment drug testing unless currently in an NRC position subject to random drug testing AND will be subject to random drug testing upon appointment to the NRC.
