The Program Finance Analyst is responsible for financial management, review and cost estimating of assigned programs.

In this role, the Financial Specialist role is twofold: For Pricing, the Analyst will identify, develop and analyze actual and potential cost requirements for Requests for Proposals (RFPs). For Program Finance, the analyst partners with program management teams to analyze and understand their financial performance. The analyst will prepare monthly customer financial reports, verify actual cost reporting, provide variance analysis, and support monthly closing activities.

The anticipated mix of this role is 60% Pricing, and 40% Program Finance.

Essential Functions:

Pricing

  • Contributing to the development and execution of a cost proposal plan.
  • Compiling cost elements in the development of proposals in accordance with Request for Proposal (RFP) requirements.
  • Develop an understanding and ability to implement and mentor internal cost proposal processes and procedures as well as external Government contracting regulations (FAR, CAS and TINA) to co-workers.
  • Conducting proposal analysis and providing recommendations leading to a current complete and accurate cost volume.
  • Working with other functional areas in presenting cost proposal data for approval to functional as well as executive level management.
  • Interfacing and supporting both internal and external customers in support of post-proposal submission audit, fact-finding, and negotiations.

Program Finance

  • Tracking, monitoring, and analyzing cost performance on programs.
  • Proactively work with Program Management in supporting the programs' financial performance and requirements.
  • Review project billings to ensure subcontract and customer invoices are accurate.
  • Make recommendations to management on financial performance projections using financial and business knowledge and experience.
  • Identify, generate and ensure the proper recording and documentation of any required correcting entries.
  • Ensure project setup within the ERP meets the need of both the company and the contract's reporting needs.
  • Responsible for ensuring contract modifications are accurately and appropriately recorded.
  • Strong sense of initiative, independence, closure, and ability to navigate multiple priorities in a tight-deadline, high-volume environment

Qualifications:

  • Bachelor's Degree and minimum 4 years of prior relevant experience. Graduate Degree and a minimum of 2 years of prior related experience. In lieu of a degree, minimum of 8 years of prior related experience.
  • 2-3 years of experience creating and maintaining pivot tables and v-lookup via Excel
  • 1+ years of experience of in government contracting working with FAR, DFAR and CAS

Preferred Additional Skills:

  • ProPricer (cost estimating tool) experience preferred
  • Knowledge of EVMS processes preferred
  • Knowledge and hands-on application of Deltek Costpoint modules (i.e., Project Revenue and Costs, General Ledger, Materials Management, and Inventory Management) and Cognos reporting tools preferred.
