Job Description
The Spyglass Senior, Manager Program Manager is a direct report to the Advanced Technology, Alternate Missions Program Director. This position will provide team leadership among the program office, assigned integrated product, and cross product teams, with a focus on program execution for a large missile development program.
The Sr. program manager is responsible for program execution, coordination, and control and direct engagement with the government and program teams, and functional partners. This role will also focus on program execution, strategy for a continued path forward, and meeting all program objectives.
This position will be full-time onsite in Tucson, AZ. Some travel may be required.

Job Description

Responsibilities to Anticipate:
- Setting the program strategy, vision, and tactical direction for cross-functional teams
and sub-contractors - Establishing and executing the baseline and managing the program's risks and opportunities
- Full accountability for their program's cost and schedule performance
- Building strong external networks and relationships with multiple government partners and agencies
- Building strong internal networks and relationships with multiple internal Raytheon Technologies programs and functions
- Executing their program's Estimates At Complete (EAC) cadence driving accountability
to each of the contributing functions - Driving affordability initiatives within their programs to drive an internal competitive advantage
- Execute daily program management and cadence i.e., risk review boards, customer reviews, failure review boards, program reviews such as Program Management Reviews (PMRs) and staffing and decision review to achieve contract commitments
- Preparing, revising, updating and monitoring required documentation and analysis
in compliance with contract requirements, Raytheon's Integrated Product Development System (IPDS) such as Gate reviews and GEM tool, Earned Value Management System (EVMS), Corporate and Business policies and procedures
Qualifications You Must Have:
- A University Degree or equivalent experience and minimum 10 years prior relevant experience, or an Advanced Degree in a related field and minimum 7 years of experience
- Experience in areas of program management, product management and / or supply chain
- Experience leading cross-functional teams within manufacturing, operations, engineering or Aerospace and Defense environment
- Experience balancing technical, cost, and schedule constraints to meet project deadlines and expectations
- An active and in-scope DOD Top Secret US security clearance with ability to obtain special program access
Qualifications We Value:
- Familiarity with Raytheon businesses, policies, and practices
- Experience working Captures and Pursuits; reviewing cost proposals and synthesizing Gate 4 and Gate 5 (IPDS) packages for Management Review and approval
- Excellent oral and written communication skills
- Experience auditing accuracy of forecast labor and material requirements to produce reliable Estimates At Complete (EACs)
- Proposal experience with knowledge of cost estimating
- Demonstrated experience supporting capture efforts, strategy development, and proposal execution
- Demonstrated experience with Intellectual Property management
- Program Management certification, Level 4/5 or equivalent or ability to achieve within 6 months
- Candidate with an active DoD Top Secret Clearance with current SCI or SCI eligibility
