Sr Cost Analyst - Cleared position

Location: El Segundo, CA

The Senior Cost Analyst will support commercial and public sector clients with a broad range of program, acquisition, and financial Support capabilities to execute effective and responsive integrated program management of IT/Software related research, development, production, and lifecycle acquisition activities. 

The successful candidate will provide cost and acquisition program support to government or military customers working in the premier cost and estimation organization responsible for delivering enterprise cost estimation capabilities and support to our warfighters.  

 

Qualifications and Education Requirements 

  • A minimum of 8-10 years of experience supporting federal government, or military programs. 
  • A minimum of 8-10 years proficiency with cost models (For example; ACEIT, USCM, SEER, MS Office, PRICE & SMC/Industry standard models).  
  • Demonstrated expertise in complex information technologies, simulations, models, operations, and research tools. 
  • Demonstrated expertise in advising decision makers on significant issues related to cost. 
  • Demonstrated ability to work in a dynamic work environment and ability to coordinate and perform multiple assignments. 
  • Possess analytical, assertive, creative, and effective problem-solving skills. 
  • Possess excellent communication skills, both written and verbal. 
  • Demonstrated capability to work independently to resolve complex issues. 
  • At a minimum, has Bachelor's degree or higher in finance, mathematics, statistics, economics, engineering, computer science or a comparable STEM degree. 
  • US Citizen and an active DoD (Department of Defense) Secret clearance required. 

Preferred Skills 

  • Experience supporting government cost estimation and acquisition programs. 
  • Has previous experience providing independent cost assessments. 
  • Experience with the U.S. Department of Defense. 
  • Master’s Degree 

Role and Responsibilities 

Cost Analysis, Modeling, Estimation – develop, coordinate and present costs within IT (Information Technology) and software system-level cost. Provide Subject Matter Expert (SME) level of software-focused analysis and estimates to leadership. 

 Description of Duties: 

  • Provide a broad range of cost analysis, modeling, estimating support for commercial and public sector clients. This includes cost estimate development for a portfolio of programs across all phases of the acquisition lifecycle (including software cost estimating). Responsibilities also include support in the preparation of program cost analysis requirements document preparation and evaluation, historical data cost analysis, market surveys, economic analyses, cost policy reviews, Total Ownership Cost analyses, Should -cost analyses and Life Cycle Cost (LCC) evaluations.
  • Analysis of support contractors’ cost data and cost estimates, including Engineering Change Proposals, Work Breakdown Structure (WBS) and Basis of Estimates to ensure consistency with Government accepted cost estimating procedures is also required Additionally, this position requires support in the development and modification of program WBS and verification of compliance with current requirements. 
  • Develop, document, maintain and update cost models, as well as present results.
  • Perform cost research activities such as cost estimate relationship development data collection and normalization, benchmarking and tradeoff analyses 
  • Develop strategic briefings and reports that summarize cost impacts of technical and programmatic issues, financial constraints, and accomplishments. 
  • Manage information requests, inquiries, and tasks through completion. 
  • Perform research and analysis that summarize relevant issues, incorporate policy and guidance, addresses government, industry, and international partner perspectives to provide recommendations and/or potential courses of action.
