SUMMARY OF DUTIES:

This position has the overall responsibility of providing technical, logistical, and administrative oversight for New York C&S Maintenance and Construction. This position is responsible for compliance, maintenance, and construction, along with developing and implementing both short- and long-term goals to meet C&S division needs. This position oversees and provides support and guidance for administrative clerks, along with Procurement and Vendors.

ESSENTIAL FUNCTIONS:

  • Monitors the quality assurance activities and the adherence of the policies of the division and C&S discipline.
  • Monitors the activities of the sub department for conformance to the quality assurance policies and standards, through inspections, record auditing, and other techniques.
  • Corrects activities which are not in conformance by coordinating with senior staff.
  • Effectively manages C&S project reporting and administrative functions for multiple maintenance and construction projects.
  • Ensures that all facilities/headquarters are maintained by working in conjunction with local management, agreement employees, vendors.
  • Works with C&S leadership to efficiently plan and schedule the use of resources, including equipment, and materials.
  • Maintains and updates databases for: costs, overtime, budgets, vehicles and equipment usage, inspection reports, and any other items as assigned.
  • Oversees program compliance relative to 1872's, annual training camp, Safety Starts with Me, quarterly employee reviews and special material purchases.

MINIMUM QUALIFICATIONS:

  • Bachelor of Science Degree in Engineering or Business Management, with a minimum of 3 years' experience.
  • In lieu of education, a minimum of 7 years of relevant work experience, or equivalent combination of education, training, and work experience.
  • Demonstrated experience in planning and scheduling.
  • Demonstrated knowledge of FRA Safety Standards & Regulations, railroad maintenance practices and procedures.
  • Demonstrated knowledge of C&S railroad construction methods.
  • Demonstrated knowledge of C&S railroad operations and procedures.
  • Ability to manage effectively project reporting and administrative control for multiple concurrent maintenance and construction projects.
  • Ability to provide effective logistical management to the department to maintain the infrastructure and control operating costs.
  • Demonstrated experience in using Amtrak's business, operations, and financial systems.
  • Demonstrated experience with computer applications such as Microsoft Office Word, PowerPoint, Outlook, and Excel.
  • Must possess excellent oral and written communications skills and be able to interact effectively with all levels of management.

MINIMIM KNOWLEDGE, SKILLS, AND ABILITIES:

  • Experience in planning and scheduling.
  • Knowledge of FRA Safety Standards & Regulations, railroad maintenance practices and procedures.
  • Knowledge of C&S railroad construction methods, operations, and procedures.
  • Ability to manage effectively project reporting and administrative control for multiple concurrent maintenance and construction projects.
  • Experience in using Amtrak's business, operations, and financial systems such as Ariba on Demand, Concur, SAP, Maximo, EERS and EPS.
  • Experience in communicating orally and in writing within and outside of the organization.

PREFERRED QUALIFICATIONS:

  • Master of Science Degree in Engineering or Business Management, with a minimum of 5 years' experience.
  • In lieu of education, a minimum of 9 years of relevant work experience, or equivalent combination of education, training, and work experience.
  • Proficient experience in planning and scheduling.
  • Proficient knowledge of FRA Safety Standards & Regulations, railroad maintenance practices and procedures.
  • Proficient knowledge of C&S railroad construction methods, C&S railroad operations and procedures.
  • Ability to manage effectively project reporting and administrative control for multiple concurrent maintenance and construction projects.
  • Demonstrated experience in using Amtrak's business, operations, and financial systems.
  • Proficient experience with computer applications such as Microsoft Word, PowerPoint, Outlook, and Excel.

WORK ENVIRONMENT:

  • Fast paced environment with frequent changing priorities and needs.
  • This position requires travel between all Amtrak facilities for C&S New York.
  • Ability to develop facility needs and expedite using local vendors, Amtrak workforce, and coordinate with Capital group.
  • 100% working on site or in the office.

COMMUNICATIONS AND INTERPERSONAL SKILLS:

Must have excellent oral and written communication skills.

The salary/hourly range is $79,410 - $102,920. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee's assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee's base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
