SUMMARY OF DUTIES:
Under minimal supervision from the Director - Quality & Training, the individual in this role supports excellence in the project delivery function and governance of the portfolio by monitoring compliance with enterprise and department project delivery standards, leading performance audits, identifying process gaps, and leading and implementing continuous improvement actions to include recommending new tools or process changes, issuing new or revised instructions, policies, standards, or procedures, and/or developing and delivering training.The Senior Program Manager may be responsible for the delivery of large scale or moderate to high risk programs, with multimillion-dollar cost impacts and multi-year delivery schedules. The programs may encompass multiple projects, cross-departmental interfaces, multiple technologies, geographies and assets. Individuals in this role work independently with guidance from a portfolio director or AVP and may have either direct reports or matrixed subordinate team members. The role requires regular analytical and metrics-based reporting to other staff, Executive Committee, and stakeholders
ESSENTIAL FUNCTIONS:
- Documenting project management work processes in policies and procedures
- Ensures compliance with Amtrak project management standards and policies, third-party requirements, industry best practices, or project-specific requirements in the project delivery function.
- Integration of procedures into an efficient system
- Training, delivery, and qualification tracking
- Management and development of professional staff
- Build strong relationships within Amtrak to understand business challenges and opportunities
- Manages and provides leadership on Programs involving Construction and Engineering projects,
- Identify, document, and elevate inter-project, cross-organizational, and/or vendor-driven programmatic dependencies and risks.
- Establish Program Governance and Controls structures to enable effective escalation and decision-making processes and ensure these continue to be effective.
- Identify, evaluate, and manage changes to scope, schedule and budget through the appropriate approval mechanisms, in conformance with corporate and department policy
- Support the annual planning activities and processes
- Ensure that program financial performance and forecasting information is available and reportable for senior executives and government regulators
- Monitors compliance with project management / project control standards and directives by planning and leading documented quality checks and audits on project data
- Analyzes audit data, documents findings, facilitates defining corrective actions, and presents to management.
- Supports data projects, tools, or infrastructure upgrades to project management systems.
- Prepares and delivers communications on behalf of the department as directed.
- Acts as Quality & Training lead as requested.
- Other related duties as required.
MINIMUM QUALIFICATIONS:
- Bachelor's degree in engineering, construction, or project management.
- Qualifications to take the Project Management Professional exam. Must pass withing one year from hire date.
- Training and experience with certifications such as ISO 9001 or Capability Maturity Model
- Verbal and written communications skills
- Use of MS Office suite, including Visio
- Data analytics including tools such as Power BI and Tableaux
- Experience with procurements including contract language and vendor quality system assessments.
PREFERRED QUALIFICATIONS:
- Master's degree in engineering, construction, or project management
- Combined 9 years of experience in engineering, construction, and project management
- Experience in systems engineering
- Current Project Management Professional (PMP) certification
- Led and completed organization certification in ISO 9001 or Capability Maturity Model
WORK ENVIRONMENT:
- Work in office environment and remote, must be able to attend in-person meetings
- Travel required to other Amtrak facilities, < 25%
- Must be able to walk the railroad when necessary
COMMUNICATIONS AND INTERPERSONAL SKILLS:
Must have excellent oral and written communication skills.
The salary/hourly range is $131,330 - $170,200. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee's assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee's base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
