A Brief Overview
Responsible for program management and planning services for all projects within the assigned area in support of of Stanford Health Care (SHC) and Stanford Children's Health (SCH). Expected to exercise significant expertise, coordination and procurement strategies for relevant programs, projects, and policies. Assures compliance with applicable laws and standards governing practices in the assigned area. Develops and reviews policies and procedures that directly relate to the assigned function, while utilizing the best strategic and planning practices in coordination with overall projects within the capital plan. Develops and oversees the standard processes related to developing, coordinating, procuring, archiving equipment for all project information including drawings and databases.

What you will do
- 1) Land Use & Licensing
- a. Works closely with the Directors, the Sr. Project Managers and Sr. Program Managers in Planning, Design and Construction to determine the front-end needs and timing of any entitlement or specialized permitting requirements or architectural board reviews, and with the hospitals' Communications Team(s) and Governmental Affairs staff to coordinate activities with municipal governments and city planning departments.
- b. Reviews upcoming permitting needs, and takes proactive actions to manage needs that may arise in meeting general zoning requirements, and specific requirements as found in the Redwood City/Stanford Precise Plan and the City of Palo Alto Development Agreement for the Stanford Hospitals and School of Medicine.
- c. Coordinates with Land Use personnel within Stanford University's Lands, Buildings & Real Estate ("LBRE") department, to create and maintain a coordinated approach to local governmental agencies and related reporting requirements. Supports functions include managing financial accounts, permits, plan submissions and coordination of responses to various Planning Departments, architects, consultants, and internal SHC and SCH departments and generation of supporting materials, reports and applications as needed.
- d. Manages the timely process of gathering the information for, and the drafting and submission of, the annual reports that support the Hospitals' Development Agreement Mitigation, Monitoring and Reporting Program (MMRP) requirements. Oversees the Hospitals' regulatory licensure requirements that precede the opening of new facilities, or renewals as needed.
- e. May also provide land use, planning and analytical support for other hospital and affiliates projects, or also support Directors of Planning, Construction, Project Management or Communications in other project management tasks.
- f. Implements quality control measures to ensure project compliance with department, hospital and university policies, government codes and regulations; also ensures conformance to the requirements of all project participants.
- g. Maintains communications on a regular and timely basis, ensuring that all project participants are informed of project status, problems and required actions.
- h. Manages the review and approval process to ensure appropriate approvals of all design work from schematic studies through final construction documents and related field changes and changes in scope. oversee mitigation and monitoring functions working with City of Palo Alto, Stanford University and related consultants.
- 2) Medical Equipment Planning
- a. Develops and reviews policies and procedures directly related to Medical Equipment Planning services, while utilizing the best strategic and facilities planning practices in coordination with overall projects within the capital plans of the supported organizations.
- b. Develops and oversees the standard processes related to developing, coordinating, procuring, and archiving equipment for all project information including drawings and databases.
- c. Directs the Medical Equipment Planning budget within the guides and parameters established by the budget office and mutually agreed to by the Vice President.
- d. Supports project teams and defines roles and responsibilities of Medical Equipment Planning as it pertains to project scope, planning requirements, budget, and schedule requirements.
- e. Manages all HR issues within the management of Medical Equipment Planning.
- f. Provides Medical Equipment Planning oversight of project impacts, schedules, budgets, and provide progress status reports.
- g. Works with the Director of Medical planning and VP of Planning Design and Construction in developing mutually agreed upon planning goals for the department
- h. Manages a team of in-house and consultant subject matter experts in overseeing and archiving all project related equipment specifications, purchases, as-builts, CAD, REVIT, and Archibus drawings and databases including Attania.
- i. Coordinates Medical Equipment Planning with all IT interfaces.
- j. Develops and administers training programs focused on the topics of Medical Equipment Planning.
- 3) Imaging & Interventional Services
- a. Develops and administers training programs focused on the topics of Imaging and Interventional Service planning, design and construction.
- b. Develops and reviews policies and procedures that directly relate to Planning, Design, Construction services involving Imaging and Interventional Services, while utilizing the best strategic and facilities planning practices in coordination with overall projects within the capital plan.
- c. Supports budgets related to Imaging and Interventional Services projects within the guides and parameters established by the budget office and mutually agreed to by Directors of Capital Improvements and the Vice President.
- d. Supports project teams and defines roles and responsibilities for Imaging and Interventional Services projects as it pertains to project scope, planning requirements, budget, and schedule requirements.
- e. Provides expertise and oversight of project impacts, schedules, budgets, and provides progress status reports to VPs and Medical Leadership for Imaging and for Interventional Services.
- f. Works with the Directors of Medical Planning and VP of Planning Design and Construction in developing mutually agreed upon planning goals for these two services.
- g. Manages a team of in-house and consultant subject matter experts in reviewing the archiving all project related equipment specifications, purchases, as-builts, CAD, REVIT, and Archibus drawings and databases including Attania.
- h. Reviews all Medical Equipment with all IT interfaces for these two services.
- i. Works with Directors of Capital Projects and individual Project Managers to develop and oversee the standard processes related to developing, coordinating, procuring, and archiving all projects involving Imaging and Interventional Services.
- j. Maintains in-house expertise and experience, as well as supports consultant and vendor expertise and relationships.
- 4) Operations
- a. Provides system-wide managerial leadership, expertise, direction and control over the planning, development, implementation and day to day management of the Department of Operations (DO).
- b. Establishes and enforces operating policies, procedures, management standards, and project oversight to ensure that all aspects and phases of capital projects under the purview of PD+C are completed on time and within budget; and that the deliverables - the design and construction models, the CAD/PDF plans and specifications, meet the requirements of PD+C.
- c. Works collaboratively with all members of PD+C outlining the requirements for all portfolio design and construction activities supporting the needs of Stanford Health Care (SHC) and Stanford Children's Health (SCH). This includes but is not limited to -master-planning, feasibility studies, medical equipment and IT planning and all design and construction activities from project planning to activation and facility turn-over with document management
- d. Serves as chief system-wide administrator for organizational operations to PD+C. Serves as primary consultant to the Vice President and Directors on CIP related matters. Develops policies and procedures to support the mission and goals of SHC/SCH, including finance and medical equipment, scheduling, resource management and design and construction document sharing and archiving.
- e. Guides the development of standards and agreements to ensure accurate and complete design and construction documents, as well as requirements for the procurement of designers and builders to construct a facility on time and within budget and develop and support reporting and monitoring mechanism that provide timely and reliable information on the status of all projects
- f. Conceptualizes innovative plans and develops and implements strategies related to support the infrastructure and capital improvement needs of SHC/SCH.
- g. Analyzes the feasibility of proposed capital improvement projects and asset management plans validating recommendations to the Vice President regarding project feasibility, design and timeline for day to day project management and completion.
- h. Manages and oversees systems of PD+C documentation, archiving and project control requirements
- i. Manages and oversees the Department of Operations systems of risk mitigation
- j. Manages and oversees medical equipment procurement and logistics, financial and accounting controls, invoice management and reconciliation
- k. Manages the day-to-day operations of the DO including staff on-boarding and on-going staff and professional development programs
- l. Develops ways to improve and innovate work process and division of work that maximizes productivity of PD+C. Responsible for managing the short and long-term budgets of PD+C.
- m. Identifies ways to improve system-wide processes and procedures that incorporate current technology, continuous improvement methods, and principles of accountability and transparency
Education Qualifications
- Bachelor's Degree Land Use & Licensing: Bachelor's degree in architecture, project management, construction, engineering, land use or urban planning or a related field from an accredited college or university.
- Bachelor's Degree Bachelor's degree in a work-related/field from an accredited college or university.
- Bachelor's Degree Operations: Graduate from an accredited four-year college or university with major course work in architecture, engineering, construction-management, urban planning, public or business administration, accounting or another related field.
Experience Qualifications
- Ten (10) years of progressively responsible and directly related work experience relevant to the assigned function.

Base Pay Scale: Generally starting at $76.84 - $101.82 per hour
The salary of the finalist selected for this role will be set based on a variety of factors, including but not limited to, internal equity, experience, education, specialty and training. This pay scale is not a promise of a particular wage.
