 Project Background:
This project composed of three functional areas: Front Office Operations, Contract Management, and Acquisition Execution that provide services to the customer The Front Office Operations branch provides data management support, and program management office (PMO) support services (training, managerial, operational & governance, and administrative). The Contract Management Branch provides comprehensive COR services. The Acquisition Branch provides Inter Agency Agreement (IAA) and Requisition Execution services.
Position Description:
- Provide on-site/off-site contract management of contract staff.
- Provide Weekly Progress Reports.
- Meet weekly with the Contracting Officer’s Representative (COR)/Program Managers
- Provide monthly status reports
- Act as the Contractor’s single point of contact for all technical and administrative matters related to the contract.
- Be responsible for maintaining communication with the Contracting Officer (CO) and Contracting Officer’s Representative (COR), and to immediately notify both the CO and the COR of any problems that would prevent timely performance of all tasks.
- The candidate shall be a self-starter with the ability to operate in this role with minimal supervision.
- The position requires a broad technical knowledge, coupled with general experience of technical areas that are applicable to the products and services that OED procures through the PR processÂ
- The position requires extreme attention to detail; excellent oral and written communication skills; knowledge and understanding of the Federal Acquisition Regulation (FAR) and other Federal Acquisition Rules, Regulations and Standards of Conduct; proficiency with all Microsoft Office products, especially MS Excel and Word; technical writing experience and proficiency related to the technically related content of Government Acquisition activities, especially requirements content of Statements of Work, Sole Source/Brand Name Justifications, Market Research Reports well as reviewing and validating Cost Estimates.
Required Skills:
- BS or 10-15 years’ experience
- 5-10 years of technical writing proficiency related to all Government Acquisition documentation to include drafting Statements of Work, Sole Source/Brand Name Justifications, Market Research Reports, IGCE’s, etc.
- 5 years’ experience working in support of a Federal Government Agency Acquisition PMO - Experience supporting Program Management Offices, on federal government clients sites (PMOs) and Program Managers
- Thorough understanding and experience working with the Procurement Lifecycle is required.
- Knowledge or experience implementing performance-based services acquisition is preferred
- Strong writing skills with experience writing acquisition documents (Alternatives Analyses, Acquisition Plans, Acquisition Program Baselines, Operational Requirements Documents, Concept of Operations, and Integrated Logistics Support Plans)
- Strong understanding of the acquisition lifecycle - DHS Acquisition Management Directive 102-01
- Ability to write monthly reports for large complex programs.
- Understanding of the Federal budget process
- Preference will be given to those with high level industry certifications (e.g., DAWIA (Acquisition/Contracts/PM, PMP, NCMA, etc.)
- 5 years of experience with all Microsoft Office Products, especially MS Excel, Word and PowerPoint
- Excellent client relationship management skills required.
- Excellent oral and written communication skills required.
- Strong consulting and analytical skills required.
- Energetic and eager to tackle new challenges.
Clearance Requirements: Â
- Active DHS Suitability preferred
- US Citizenship and background investigation required to attain favorable entry on duty (EOD)
