The Regulatory Data & Systems ("RD&S") group is responsible for sourcing, validating, reconciling and testing the data submitted to the FRB, OCC, FDIC and other regulatory bodies, with a focus on the FR2052a, CCAR FR Y-14, FR 2028D, FR Y-9C, FFIEC031/041, Shared National Credit and FDIC Part 370 Regulatory reports.
The Regulatory Reporting Quality Assurance team ("RRQA") team is a function within RD&S with a primary role of testing to ensure compliance with reporting requirements for each report. RRQA partners with key stakeholders to assess controls, identify areas of improvement, including identifying process enhancements, and conduct any risk mitigating activities requested by management.
The Senior Data Analyst - Regulatory Data & Systems is primarily responsible for performing transaction and control testing within the RRQA framework to provide reasonable assurance over the quality of the regulatory reports submitted to the regulators.
Key responsibilities include:
- Perform risk identification and assessment over regulatory reports and related sub-schedules for testing on a quarterly basis.
- Participate in walkthroughs with the RD&S production teams to understand end-to-end reporting process for each regulatory report.
- Create automated data outlier techniques to identify individual transactions for testing.
- Perform transaction testing to ensure completeness and accuracy of the data submitted to the regulators, including tracing the samples back to source documentation
- Maintain standard test documentation in accordance with RRQA guidelines.
- Assess and communication findings identified during testing with the appropriate line of business.
- Consolidate testing results and prepare presentation materials for distribution to Senior Leadership, Internal Audit and Regulators.
- Participate in initiatives designed to improve existing processes or create new processes, and to validate changes to regulatory reporting requirements
- Perform prescribed data extraction and QA activities, as directed
Knowledge and Skills:
- Undergraduate degree (e.g., Bachelor's Degree in Finance, Business, Accounting, MIS or equivalent)
- Knowledge and experience with regulatory reporting, such as FR 2052a, Y-14 series, FR Y-9C and Call Report.
- Strong SQL and Python skills
- Excellent proficiency with MS Office (Word, Visio, PowerPoint, Outlook) and SharePoint
- 4+ years of experience in areas such as regulatory reporting production, regulatory reporting quality assurance, risk/portfolio management and analysis, banking/trading product operations, finance/accounting, and/or retail/commercial lending are required
- Demonstrated ability to work with large data sets in MS Excel, including use of pivot tables
- Strong natural affinity for structuring and organizing large amounts of data to satisfy continually evolving reporting needs
- Detail oriented and strong organizational skills
- Good communication skills (written and verbal)
- Comfortable working both independently and collaboratively in a dynamic and fast-paced team environment

Develops or maintains an effective financial governance and controls framework that defines the ways and methods governance is implemented, managed, and monitored in the business/group. The governance framework includes policies, guidelines and provides programs, practices and measures to promote transparency, accuracy, consistency across groups. Applies specialized knowledge of Accounting & Financial management risk, regulatory compliance and internal controls related to financial processes and information.
- Leads or assists in the execution of oversight/governance activities.
- Leads or assists with the maintenance, monitoring, measurement & reporting on the status of the governance program to various internal & external stakeholder audiences.
- Supports the development, evolution and maintenance of the governance system and framework.
- Manages databases and provides support for analysis, forecasting and/or data visualization, ensuring adherence with data governance standards.
- Coordinates the management of databases; ensures alignment and integration of data in adherence with data governance standards.
- Monitors and tracks performance, and addresses any issues.
- Designs and produces regular and ad-hoc reports, and dashboards.
- Leads or participates in setting communication strategy; develops and delivers tailored messaging about through the appropriate distribution channels.
- Develops governance and control related solutions and makes recommendations based on an understanding of the business strategy and stakeholder needs.
- Provides advice and guidance to assigned business/group on implementation of the governance framework, including effective challenge.
- Coordinates and participates in the execution of oversight/governance activities including: reporting, assessment of education & training needs, development/delivery of training, development and execution of regulatory administration processes & procedures, management of review/updates to policies, etc.
- Assists with the maintenance, monitoring, measurement & reporting on the status of the governance program to various internal & external stakeholder audiences.
- Supports policy/standard/operating procedures lifecycle management, education and training assessment, development & delivery, coordination of attestation programs, reporting, etc.
- Assists with the interpretation of new or changing regulations and assessing impacts to the governance frameworks and program requirements.
- Develops and maintains in-depth knowledge of business and related risk management requirements and legislative/ regulatory directives and guidance.
- Supports the group/program leader in communicating advice across the Bank on regulatory environment changes to ensure changes are understood.
- Supports the management of governance meetings (e.g. committee, management, board meetings, etc.) as required; facilitates development and approval of agendas, gathering and distribution of documentation related to agendas, and creation of meeting minutes/output.
- Builds effective relationships with internal/external stakeholders.
- Acts as liaison between stakeholders in order to align agendas and ensure a clear understanding of the business context.
- Supports development and execution of strategic initiatives in collaboration with internal and external stakeholders.
- Leads or participates in change management activities of varying scope and type.
- Breaks down strategic problems, and analyses data and information to provide governance insights and recommendations.
- Monitors and tracks performance, and addresses any issues.
- Assists in the identification, classification and addressing of issues.
- Assists with the coordination and management of the review and sign-off of relevant regulatory reporting.
- Focus is primarily on business/group within BMO; may have broader, enterprise-wide focus.
- Exercises judgment to identify, diagnose, and solve problems within given rules.
- Works independently on a range of complex tasks, which may include unique situations.
- Broader work or accountabilities may be assigned as needed.
Qualifications: - Typically between 4 - 6 years of relevant experience and post-secondary degree in related field of study or an equivalent combination of education and experience.
- Working knowledge of business and regulatory environment is required.
- Control framework knowledge & experience preferred e.g. SOX 404, COBIT and COSO frameworks.

Compensation and Benefits:
$49,700.00 - $71,000.00
The base salary represents BMO Financial Group's hiring range for this position. Actual salaries will vary and will be based on various factors, such as location, skills, experience, and qualification for the role. Salaries for part-time roles will be pro-rated based on number of hours regularly worked.
