GLOBAL PRACTICE FOR MACROECONOMICS, TRADE & INVESTMENT (MTI)
The Global Practice for Macro Trade & Investment (MTI) comprises about 320 staff working across more than 100 countries. The Practice houses the Bank's country economists as well as professional staff with expertise in macroeconomics, fiscal policy, debt policy and management, growth, and statistics. About fifty percent of MTI professional staff is decentralized to the field working very closely with the CMUs and in proximity to clients. MTI professionals most often work across sectors helping carry out key integrative functions.
An important additional element of engagement in macroeconomic and fiscal policies is carried through global units working on fiscal and debt policy and debt management.
BACKGROUND
The Global Macro and Debt Analytics unit is seeking to recruit an outstanding Senior Debt Specialist.
The unit delivers knowledge products and advisory services on macro modelling, debt sustainability, and debt management. The unit consists of a dedicated team of fiscal economists and debt management specialists; a macro-modelling team; and a small team of macroeconomic researchers.
The Senior Debt Specialist will deliver advisory services, knowledge products and training on debt management and related topics to emerging market and low-income countries at both the national and subnational levels.
Roles & Responsibilities:
The selected candidate is expected to perform the following tasks
- Provide expert support and advice to client governments in order to advance their agenda to improve public debt management and fiscal risk management;
- Lead or participate in diagnostic missions to assist client governments assess their risk exposures and institutional capacity to manage risk, including the use of the Debt Management Performance Assessment (DeMPA) tool;
- Lead or support the design of reform and capacity-building plans, the development of medium-term debt management strategies and fiscal risk assessments;
- Interact with government officials at ministerial level and equivalent contacts in international organizations, partner entities, etc. on issue related to debt management;
- Develop training materials and participate in the design and delivery of workshops;
- Develop and lead cutting-edge global analytical pieces on issues related to debt management and contingent liabilities at the national and subnational level, including through the production of working papers;
- Contribute to the economic policy dialogue with the authorities on debt management issues.
Selection Criteria
- A Master's degree (Ph.D. preferred) in economics, finance, public finance or financial economics, with at least eight (8) years of relevant professional experience. Practical public debt management experience in a leading debt management office is desirable.
- Demonstrated technical leadership in at least two areas of the followings: (i) the design of debt management strategies; (ii) the preparation and implementation of government borrowing programs in the domestic and/or international markets; (iii) management of operational risk and financial reporting; (iv) cash management and cash flow forecasting; and (v) analysis of risks to public finances arising from external shocks, and materialization of contingent liabilities.
- Strong analytical skills in debt management, macroeconomic and fiscal management and proven ability to conduct policy-relevant research.
- Proven sense of initiative, results orientation, and leadership qualities, as well as effective teamwork skills.
- Strong communication skills, including the ability to speak persuasively and to present ideas clearly and concisely with senior policy officials.
- Excellent interpersonal and negotiations skills and ability to work flexibly, creatively and to multitask as the need arises.
- Fluency in English is essential; fluency in French and/or Spanish is desirable.
- A high degree of self-motivation, positive attitude and drive.
