Sr. Director, 3PT
Job Description

This role will be worked in a HYRBID capacity; 3 days in office and 2 virtually (from home). Houston based role.
I. Job Summary
This position is responsible for creating the vision, developing the strategy and directing the implementation of state-of-the-art third party transportation and logistics processes and activities across the enterprise. The Sr. Director mandate will be to leverage WM's procurement spend nationally to maximize savings, manage risk exposure, establish a standardize set of best-in-class processes, procedures, and standards, implement world class sourcing tools and systems, and develop a robust strategic supplier relationship/partnership program. S/he will develop sourcing strategies and procurement processes that enable WM to accelerate profitable growth while driving efficiency, reducing spend, improving stakeholder buy-in and enabling overall value creation and overall total cost of ownership. The Sr. Director will work with the category leaders to manage stakeholder relationships and achieve buy-in for the sourcing strategies and business case for change.
II. Essential Duties and Responsibilities
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.
- Responsible for setting sourcing strategies for up to $3 billion + in addressable spend and lead the development of annual strategic sourcing plans, execution of those plants and achievement of the maximized savings within each category.
- Lead a team of up to 7 direct reports including Directors I and II, with broad control of a department of 40 distributed throughout the US and Canada.
- Focus on field managed (unmanaged), high vendor count, lower dollars per transaction spend to drive maximum benefit for the company.
- Manage all functions associated with WM selection, contracting and procurement and payment activities to support the business.
- Lead and execution of complex deals that represent significant risk/opportunity for the Company. Lead senior management discussion around procurement, be the face of procurement function, set the agenda, communicate with key stakeholders, and ensure senior leadership is aware of progress/roadblocks and results.
- Implementation of supply chain related projects/programs yielding annual savings of $40-60M in year over year and valued added savings
- Focus on field managed (unmanaged), high vendor count, lower dollars per transaction spend to drive maximum benefit for the company.
- Manage all functions associated with WM selection, contracting and procurement and payment activities to support the business
- Develop deep relationships with key suppliers truly strategic to the success of the business.
- Create deeper understanding of supplier economics and market dynamics to help WM address total cost of ownership opportunities and to set aspirational cost savings targets.
- Interact with AVP's, Corporate VP's and Senior Leadership Team on supply chain related activities inclusive of strategic guidance and selection of services. Closely work with legal to manage, construct and execute nationwide enterprise contracts with full responsibility of risk exposure and management of contracts.
- Own the professional development of the next generation of procurement leaders for the Company.

- Strong experience and knowledge of ERP, procurement, supply chain systems, and integration requirements is required
- Strong ability to lead and drive cultural change, relationship management
- Demonstrated experience in the operation and improvement of a purchasing organization with a strong understanding of foundational sourcing & procurement planning practices, tools, and analytics

- Actively supports the sourcing and management of suppliers that move materials across the WM networks of operations.
- Support the VP and Chief Procurement Officer's strategic direction and operational requirements across all lines of business; actively works with peers on the VP and Chief Procurement Officer's Leadership Team.
- Influence the transportation and logistics practices across the enterprise, works across business lines to develop synergistic opportunities and leverage capabilities.
- Provide oversight and strategic direction to effectively manage the transportation network risk of supplier disruption to WM's operations
- Aligns with internal leadership on current and forward-looking investments as an enabler to extracting more value from the materials managed by WM
- Develops and ensures implementation of policies and procedures covering price negotiation and goods and services to support Company requirements.
- Reviews and evaluates work to ensure quality, timeliness and ensures quality control in adherence to policies and procedures.

- Develops and operationalizes transportation and logistics solutions that create "win-win" partnerships with company businesses, transporters and end-use customers.
- Provides direction and expertise on the implementation of cost-effective transportation systems required by the company.
- Provides functional leadership to departments by providing pertinent transportation information and by providing advice and counsel on establishing effective transportation solutions.
- Identifies and analyzes transportation costs, equipment availability, and service levels, making recommendations as required to improve the effectiveness of transportation programs.
- Implements and maintains programs to improve the safety, productivity, and profitability. Ensures compliance with Department of Transportation (DOT)/Occupational Safety and Health Act (OSHA) and other Federal and State regulations.
III. Supervisory Responsibilities
The highest level of supervisory skills required in this job is the management of supervisory employees. This includes:
Direct supervision of up to 7 full-time employees
• Indirect supervision of up to 40 full-time employees nationally.
IV. Qualifications
The requirements listed below are representative of the qualifications necessary to perform the job.
- Education and Experience
- Education: Bachelor's Degree or equivalent experience (Engineering, Business, Economics, Supply Chain or related field), and 7-10 years previous experience in transportation, logistics or supply chain management.
- Preferred: MBA with 10 years experience in transportation, logistics (global a plus) or supply chain management with at least 5 years in a senior level position in a multi-modal environment involving complex transportation networks and related support systems.
- 10-15 years experience in Strategic Sourcing/Marketing role with at least 5 years in key management roles (in addition to education requirements)
- Experience with a matrix organization model.
- Experience as a supervisor or manager
- Certificates, Licenses, Registrations or Other Requirements
Six Sigma and/or Lean Certification preferred
- Other Knowledge, Skills or Abilities Required
- Must be a customer-focused change agent with demonstrated collaboration, communication and influencing skills.
- Possess environmental and sustainability experience.
- Must be a team player who can work within a matrixed organization to achieve results.
- Experienced in one or more waste industry materials management transportation segments a plus to include transfer station to landfill, recycling (inbound/outbound, export), waste-to-energy by-product transportation (outbound), etc.
- Ability to use software and information technology to more effectively manage and grow the function.
- Proven track record of meeting/ exceeding goals and a demonstrated ability to work collaboratively with all functions
- Demonstrated strategic agility, change leadership, collaboration, negotiation and influence skills
- Demonstrated ability and track record of managing complex sourcing/procurement projects
- Demonstrated ability to understand, interpret and devise strategies based on financial data/ results
- Knowledge of legal terminology and language related to supplier and/or vendor agreements and contracts required
- Demonstrated proficiency in time management, project management, and organizational skills
- Demonstrated proficiency in presentation, verbal, and written communications
- Demonstrated Solutions-oriented thinking, a sense of urgency, and a sense of total cost of ownership is required
- Possess strong financial acumen and operational expertise.

- Periodic field visits to Area offices, landfills, material recycling facilities, transfer stations, and collection hauling operations may be required from time-to-time
