POSITION SUMMARY: The Senior Manager, Procurement Systems manages the systems in place and upgrade roadmap for Republic Services' Procurement department. This includes leading the implementation of new systems across the enterprise that control enterprise spend, driving data analytics across several key programs and assisting in the development of the long-term value pipeline programs. This role also serves as the key business partner to the Category Management and Field Procurement teams, working collaboratively with them to enhance the ability of the organization to meet or exceed its Supply Chain goals.
PRINCIPAL RESPONSIBILITIES:
- Manages projects, programs, processes and resources that ensure the Procurement department's readiness to deliver results.
- Participates in, and will lead, complex projects across the department and/or field operations, involving various stakeholders.
- Develops and implements the tactical and long-term procurement systems roadmap in conjunction with IT.
- Maintains an understanding of program requirements on a 1-, 3-, and 5-year horizon.
- Works with internal and external stakeholders to determine needs and requirements.
Data Analysis
- Leads team in data analytics, cost modeling and TCO analysis in support of sourcing and negotiation strategies.
- Leads market and industry analysis in support of Category Management team.
- Partners with Category Managers to define requirements, scope analysis, reporting specifications, and establish data management plans.
System/Tool Optimization
- Leads team in maintaining and enhancing expertise in various Procurement technologies including project management, cost modeling, contract management, lease/buy analysis systems and tools, as well as RFx (ePro), eSourcing, supply chain master data, compliance measurement and dash boarding.
- Collaborates with leaders from various operational functions to maintain knowledge of and integrate systems and/or tools outside of Supply Chain, e.g. asset management and financial systems.
- Leads the development, management, and maintenance of supplier catalogs for catalog purchases.
- Leads and conducts process mapping for critical organizational processes.
RFx Management & Capital Transactions
- Leads the team in creation, management, and support of RFx and auction events, including execution, post-activity reporting, and analysis.
- Leads a team of Buyers in supporting the Category Management team to facilitate capital transactions for critical categories.
- Leads and supports Buyers in planning and executing the annual order cycle and driving continuous improvement of the overall order and delivery management process.
- Serves as an escalation point person for order status and/or issues.
QUALIFICATIONS:
- Direct experience negotiating contracts involving multiple spend categories. (Preferred).
- Professional supply chain certification (e.g. CPM, CPSM, Six Sigma)
- Continuous Improvement, Six Sigma, or Lean Sigma experience.
- Demonstrated project and/or program management experience, preferably supporting sourcing and procurement or broader operations improvement programs.
- Ability to recognize and consider inter-dependencies between customers, suppliers, and other stakeholders and operate effectively within a matrix environment.
- Proficiency with eProcurement systems and MS Office, including advanced MS Excel skills such as VBA programming, macros, and advanced formulas.
- Strong analytical skills with a focus on detail, cost drivers, and total cost of ownership.
- Ability to effectively communicate, both written and verbally, with customers and stakeholders to build strong internal and external relationships while maintaining a high sense of urgency and customer focus.
- Ability to effectively manage multiple projects or tasks with varying and sometimes competing timelines.
MINIMUM QUALIFICATIONS:
- Minimum of 8 years of supply chain and/or equivalent experience (i.e. Finance, Engineering, Accounting, Transportation, Operations, etc.). (Required).
