Job Description:
Demonstrate a complete understanding of the technical fundamentals and core software development principles associated with web development, testing, integration, and security to perform all job tasks with competency and accuracy, Demonstrate fluency in various web technology stacks to include experience with .NET, Java, JavaScript, AngularJS, and/or PHP, Demonstrate proficiency with HTML and CSS, Demonstrate fluency with secure coding and data handling practices and possess familiarity with federal customer risk mitigation package approval processes (such as DoD STIG), Demonstrate proficiency with databases, Possess the ability to gather testable software requirements and to participate in the design of new applications, Be able to quickly adapt to new situations and problems.
Key Responsibilities:
- Collaborate closely with development managers and IRS stakeholders to discuss and refine requirements for software projects, ensuring solutions are in strict alignment with IRS regulations, security protocols, and operational needs.
- Design and implement innovative software solutions tailored to the unique challenges and objectives of the IRS, focusing on enhancing efficiency, security, and the taxpayer experience while adhering to federal compliance standards.
- Develop and deploy web applications, mobile apps, and other software products critical to IRS operations, utilizing secure coding practices to protect sensitive taxpayer information and ensure system integrity.
- Write high-quality, efficient, and maintainable code, prioritizing security and compliance with federal IT standards to ensure robustness and reliability of software solutions within the IRS ecosystem.
- Meticulously oversee project schedules, milestones, and deadlines, applying rigorous project management principles to ensure timely delivery of software solutions within the IRS’s strategic framework and operational requirements.
- Prepare comprehensive technical specifications, user manuals, and system documentation, ensuring all materials meet federal guidelines for clarity, accessibility, and security, facilitating ease of use and maintenance of software solutions by IRS personnel.

Qualifications:
- Bachelor of Science degree (or higher) in Computer Science, Electrical Engineering, Computer Engineering, Data Science, Computer Information Systems, Math, Physics or STEM related.
- Agile development methodology required.
- Advanced knowledge of programming languages, including JavaScript, HTML5, C++, Java, SQL, and PHP.
- Familiarity with system frameworks such as .NET, Git, AngularJS, and GitHub.
- Strong project management skills and good interpersonal abilities.
Minimum Eligibility:
- Candidates must meet requirements to obtain and maintain a Minimum Background Investigation (MBI) clearance (active Moderate Risk MBI clearance is a plus).
- Candidates must be a US Citizen or a Legal Permanent Resident (Green Card status) for at least three (3) years, and Federal Tax compliant.
