Applied Research Associates (ARA) is looking for a Staff Program Control Analyst with a broad set of skills and experience to join our Southwest Division's Concept Development team in Albuquerque, NM. Our diverse, energetic, and collaborative Concept Development Group offers an excellent opportunity to join our dynamic, employee-owned team for a dual role in Program and Subcontracts Management. You will be the procurement interface for multiple programs and subcontractors, while supporting the team in smaller program management roles. Part of your time will be allocated for documentation preparation for procurements from cradle to grave - Proposal activity, Price Analysis & Negotiations, Contract/PO Maintenance, and Close-out activities. With that, you will be responsible for evaluating and monitoring vendor quality and delivery performance, subcontract oversight and documentation. Additionally, another portion will be utilized by collaborating with our technical teams in program management responsibilities and daily program monitoring.

- What you'll do as a Staff Program Control Analyst
- Support all procurement activities to ensure objectives are met in a timely manner to include supplier financial, quality, technical, programmatic, and schedule performance
- Preparation and issuance of RFPs, RFQs, and RFIs
- Perform cost/price analysis techniques in support of proposal negotiations
- Nurture professional relationships with first tier subcontractors
- Develop plans to promote cost reduction initiatives and process improvements (Technical and Quality) in support of flawless supplier execution for programs
- Interpret program and/or statement of work requirement; recommends and implements action with suppliers to ensure achievement of all requirements
- Prepare documentation including the following: Sole Source Recommendation, Cost Analysis, Negotiation Documentation and Statement of Work
- Coordinate administration of contract related documentation to our Corporate Subcontract Department for negotiation and execution
- Ability to work flexible hours if needed, for proposal preparation which could possibly include extended hours, evening/night hours, weekends and holidays (occasional/rare)
- Maintain financial reports using actual cost information, forecasted spend per project schedules, and estimated final costs against approved contract funding
- Manage small projects: Track costs, schedule, host meetings, prepare documentation and PowerPoints, brief managers and customers as needed
- Requirements
- Skilled at organizing and translating information into clear written documentation; articulating complex concepts, and processes in writing
- Experience working in a collaborative environment; ability to work well under tight deadlines and effectively interact with a wide range of personnel
- Excellent interpersonal and verbal/written language communication skills
- Strong experience with Microsoft product suite, with excellent knowledge of Microsoft Word and advanced Excel skills. Knowledge of SharePoint, MS Project, and Adobe Acrobat preferred.
- Experienced in procurement and/or subcontract management
- Preferences
- Bachelors' degree and a minimum 3 years' prior relevant experience in procurement and/or subcontract management, or minimum 5 years' prior relevant experience in procurement and/or subcontract management
The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.
