Summary

This National Guard position is for a STATE CONSTRUCTION AND FACILITIES MANAGEMENT OFFICER (TITLE 5), the Position Description Number T5403P01 and is part of the UT JFHQ,

The selecting supervisor for this vacancy is BG Shawn Fuellenbach.

Priority will be given to all current, onboard employees of the UTNG.

This vacancy is bid concurrently with UTARNG AGR Job Number: 24-054, and UTARNG Title 32 Job Number: UT-24-208-AR-12475243

  • Must be a US Citizen.

  • Must be able to obtain and maintain at minimum a SECRET security clearance.
  • This position is subject to provisions of the DoD Priority Placement Program.

  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • The employee may be required to travel in military and/or commercial vehicles to perform temporary duty assignments.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Must have the ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.

  • The duties and responsibilities of your job may significantly impact the environment. You are responsible to maintain awareness of your environmental responsibilities as dictated by legal and regulatory requirements, your organization, and its changing mission.
  • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.
  • This position is not eligible for union membership.
  • Position may be Telework eligible after completion of probationary period, and based on the needs of the organization.

Qualifications

Specialized Experience:
Have at least 1 year as a GS-0301-13? *Must submit SF 50 to support series claim*

OR have at experience that equipped yourself with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

  • Knowledge of ARNG construction, facilities management, environmental, and other associated programs.
  • Knowledge of management and organizational principles and practices in managing/directing program planning, development, administration, coordination, execution, and quality control of the programs, including policy development, project management, total requirements budgeting, contracting, and financial/cost accounting.
  • Ability to appraise the utilization of resources, including manpower and funding, in accomplishing state/installation objectives and goals while complying with applicable laws and regulations.
  • Ability to establish/monitor internal program controls; and ensures uniform application/compliance with federal, state, and local law, ARNG policies, procedures and guidelines, and professional engineering and construction codes/practices.
  • Ability to develops long and short range plans.
  • Knowledge of environmental Programs.
  • Ability to manage and/or provides oversight of program/project contracts from preparation, to award, through close-out.
  • Ability to administer and ensure staff and program compliance with deeds, leases, licenses, and easements.
  • Ability to prepare budget requirements and funding justifications.
